Inquiry:
Drawing SC-11, sheet 181, Note 3 states “Construct Mainline NB
Route 99 “D1” 328+80 to 353+03 (See Stage 2 Typical Cross
Sections)”. Drawing SC-13, sheet 183 shows the typical cross section
to run from “D1” 330+79.95 to 351+12.00. This cross section
indicates that a 150 mm AC structural section will be constructed in
the NB lanes rather than the permanent structural section shown on drawing
X-2 sheet no. 3. The permanent structural section shows a structural
section of 25 mm OGAC over 180 mm AC (Type A), over 495 mm cl 2 AB.
Drawing SC-28, sheet 198, Stage 3 typical cross sections shows that the full new structural section has been constructed in previous stages for the NB lanes “D1” Station 328+60 to 353+03. Please clarify if a temporary 150 mm AC section is to be constructed in stage 2 from “D1” 330+79.95 to 351+12.00 rather than the full structural section of 25 mm OGAC over 180 mm AC (Type A), over 495 mm cl 2 AB. If the temporary 150 mm is to be constructed, when is the full structural section to be constructed? Also, how will the temporary 150 mm AC removal be paid for? |

Inquiry:
We respectfully request a three-week postponement to the bid date, currently
June 17, 2008, for this project. We want to bid this project, but we need additional time. Our current bidding schedule doesn’t provide adequate time and resources for us to complete the estimate for this project. We understand the importance of this project and we don’t take lightly the importance for you to proceed expeditiously with bid opening and contract award. Due to our current volume of work and backlog in the same geographic region, we will be very competitive if we can bid this project. Regrettably, if you cannot postpone the bid date a minimum of three weeks, we will not be able to submit a bid. Please feel free to contact me should you have any questions or wish to discuss this matter further. |

Inquiry: On plan sheets 15 and 27 (L-7 and L-19)concrete curb islands are shown with "Type B-3 Curb". A referenced detail is also shown on sheet 74 (C-3). There does not appear to be a bid item for this work or an indication of the type of B-3 curb (B3-100 or B3-150). There is no mention of it in the special provisions or summary of quantities. Inquiry:
We are putting together a bid for the Tudor project bidding on 6-17-08.
We are bidding the Erosion Control Drill seeding item #40(s). The specs
call for the Compost to be applied with a Hydroseeder. No provisions
are mentioned for the bulk or dry application as in other specifications. Question: Can the equal ammount of compost be applied in dry, bulk form. The compost would be applied and spread as a first application, then the seed mix applied with a drill seeder and lastly, the fiber binder capping to hold every thing down. Supplying the Compost in bulk form is cheaper and would save the waste in bagging and trash. Can Bulk compost be used? |
| 6/17/08 | Response: Any modifications to the prescribed time limits or work may only be considered by the Engineer in field. The bidder is advised to submit their bid in accordance with the contract documents. Thank you for your inquiry. |

Inquiry: SHEET 285 - SUMMARRY OF QUANTITIES. IMPORT BORROW QUANTITY COLUMN CONTAINS NEGATIVE NUMBERS. IS THERE A SIGNIFICANCE TO THIS OR NOT? |

Inquiry: Regarding bid item number 69 "Fence (Type WM, Metal Post)". Plan sheet #9 (L-1) shows legends for "OUTSIDE OF LIMITS OF WORK (HIGH VISIBILITY FENCE) and "TEMPORARY FENCE (TYPE ESA). There is no legend for the Type WM Fence. There is no detail for the "High Visibility Fence" or quantities shown in the summary of quantity sheets. please specify where the "Fence (Type WM, Metal Post)" is located along with the "High Visibility Fence" and provide a detail for the "High Visibility Fence" and a method of payment for it. |
6/12/08 |
Response: Item for Outside of Limits of Work (High Visibility Fence) shown on plan sheet 9 (L-1) is "Temp FENCE (TYPE ESA) (OUTSIDE OF LIMIT OF WORK FENCING)" as listed in Temp Fence (Type ESA) Quantity Table on plan sheet 286 (Q-2). This fence is the same item (bid item #3, item code 071325) as Temp Fence (Type ESA) and is installed in the same manner. The only difference is this fence delineates the limit of work areas instead of environmentally sensitive areas. |

Inquiry: On plan sheet #285 (Q-1)there are three quantities listed for "Cold Plane AC Pavement - 25mm Max" totaling 63,740 m2. The layout sheets do not show where this milling takes place. Other than the 1,400 m2 shown on the Rehab Quantity Summary table on sheet #286 (Q-2),there is no information detailing this cold planing work. On plan sheet #219 (SCQ-1) there are also three quantities shown under "Cold Plane AC Pavement" totaling 54,570 m2 with no maximum depth indicated. This work is not shown on the plans and this quantity is not shown on the bottom of sheet #285 "Subtotal Stage Construction Quantities". On plan sheet #38 (L-30) station 352+83 shows a note stating "End Cold Plane OGAC (20 mm Max)". The begining of this grind is not noted on the plans. There is no 20 mm Max cold planing indicated anywhere in the summary of quantity sheets. Please clarify the limits and depths of all the cold planing and adjust the bid quantity if necessary. |

Inquiry:
We are putting together a quote for the erosion control on the above
project. In the special provisions it states that the compost be applied
with hydroseeding equipment. At the specified application rate of 17
m3 per ha (8121 lbs per acre) would require 3 to 4 tankloads of water
per acre to apply this quantity of compost. That is 9000 to 12,000 gallons
of water applied per acre. We would like to apply the compost dry and in a bulk form on the first step, then follwed by the drill seeding and then capped with the fiber and binder. Let me know if this variance would be acceptable. |
6/17/08 |
Response: Any modifications to the prescribed time limits or work may only be considered by the Engineer in field. The bidder is advised to submit their bid in accordance with the contract documents. Thank you for your inquiry. |

Inquiry:
Are we to expect another addendum to this project? If not why was the project postponed? There are just as many projects out to bid in July as now. Unless there is a sound technical reason, postponing projects at the last minute causes a great deal of pressure on bidding schedules. |

Inquiry:
The 4th paragraph on page 225 of the Special Provisions section 10-1.36
EARTHWORK indicates that the "total quantity of embankment will
be computed in the same manner specified for roadway excavation ...
on the basis of planned or authorized cross section for embankments
and the measured ground surface".
The 6th paragraph on page 225 of the Special Provisions indicates "Quantities of embankment measured as specified herein will be paid for at the contract price per cubic meter." The Special Provisions clearly state that embankment will be paid for with a seperate pay item. Since there is not a bid item for "embankment", we are pricing our work withour including costs for constructing any embankments. Unless clarified to the contrary, the costs for constructing embankment will be paid for at a to be agreed upon unit price or force account. |

Inquiry: This question is in reference to the seed table on page 231 of the project special provisions. At the bottom of the table, an asterisk indicates that seed shall be "produced in inland northern California below 609 meters only." No corresponding asterisk indicates which of the seed species must meet this qualification. Are all seeds listed in the seed table to be "produced in inland northern California below 609 meters only?" Or is this qualification for all seeds in error? |
