Response: Caltrans-North Region Construction (Districts 01, 02, and 03) does not currently make the cross sections available for download.Paper copies may be purchased from selected print vendors.

Bidders may contact either of them directly to make arrangements to obtain and pay for the cross-sections. The cost is controlled by the vendor and the number of sheets. Please contact one of the following vendors above to obtain the cross-sections.

Inquiry: 1) Through out the Fish and Game as well as the Coastal Commission permits – there is a requirement for a biologist, and an acoustic monitoring plan and personnel to report acoustic data. Are these plans and personnel employees of the State, or does the Contractor have to provide them? The only mention of them in the special provisions thus found is in the order of work, however it is unclear who these monitoring personnel work for – only that the contractor “shall use the hydro acoustic monitoring plan required …required by the Coastal Development Permit”..
2) We have downloaded all of the information from the “Information Handout” – there is no Foundation Recommendations Report included – can this report be made available to the bidders?
3) What does the State’s intentions for the Anchor Pile once the testing is done? Are they to be removed (if possible) or cut off 4’ below grade and left in place?
4) The permits indicate that the State has already developed a Storm Water Pollution Prevention Plan – can this plan be made available to the bidders?

Inquiry: How can I obtain the information handout? I ordered a set of non-bidder documents, and it was not included in the package that I received.

Response: There are two types of the bid document packages provided for advertising contracts: The "Bid" package and "Non-Bid" package.

The "Bid" package is provided those intending to bid the contract as a prime contractor. The Informational Handout is provided in this version. This is indicated in the special provisions for this project in section 1-4.02 GLOSSARY on page 181 of the special provisions, "Information Handout: Supplemental project information furnished to bidders as a handout."

The "Non-Bid" package is provided to those who do not intend to bid the contract (ie, subcontractors, suppliers, etc.). The Informational Handout is not provided in this version.

For future reference, please indicate on your "Non-Bid" package order that you would also like to have the Informational Handout included with the package.

Inquiry: Is the a specification for the “scour hole”? It is shown on contract sheet 61 of 282. It is bid item 98. We can not find a specification section associated with it. Information required would be excavation quantities and allowable methods, rock size, etc.. Please advise.

Inquiry: I had a previous question regarding the availability of the foundation report for subject project – the special provisions section 5-1.06 indicate that the Information Handout provided to bidders also includes the Hydraulic report and the Pile Driveability report. None of these reports were included on the information for bidders disc. Can these three reports be made available asap?

Inquiry: Reference is made to Section 10-1.02 of the Special Provisions requiring the Contractor to conform to the conditions in the Coastal Development Permit 1-07-013. Said permit has many restrictions and requirements as regards to the Pile Driving on the project. Page 12 of 133 in the permit indicate “acceptable levels” of the SEL-accumulated and Peak SPL’s for the project. On page 14 of 133 of the permit: Paragraph 3 indicates that if these levels are exceeded…”pile driving operations shall be immediately stopped and shall not recommence unless the Executive Director, in conjunction with the fisheries biologist….authorizes based on deployment of additional sound attenuation or other measures…to return the pile-driving to conformance with the duel metric exposure criteria;” ; also continuing in paragraph 4 – outlining a permit amendment should the measures not work.

Questions:
1) If the duel metric exposures are exceeded – is the contractor on right of way delay while the State and others decide what additional attenuation to administer?
2) If the additional attenuation does not work – is the contractor on right of way delay?
3) Who pays for the additional attenuation and time associated with its implementation?
4) If required, how long does the State anticipate an amendment to the CDP 1-07-013 to take? Is the contractor on right of way delay while the amendment is processed? What if the State is not successful in getting an amendment?

The following answers assume that the "Duel Metric Exposure Criteria" is exceeded while piles are being driven in accordance with Section 10-1.44 "PILING" of the Contract Special Provisions and all applicable permits AND that pile driving is the controlling operation on an approved CPM project schedule.

1) Sheet 28 of 40 states that existing saddle "C" is state furnished. Are saddles A&B also state furnished?
2) Are details avaliable for saddles A&B and the anchor pile heads?
3) Are the anchor pile heads state furnished?
4) Sheet 24 tension clamp for 2210x38mm ple. Why is machining required at the top of the slot of the filler plate when the contact will occur @ the sil plate & not the top of the slot?

2) No details are available on contract plans, these are all state furnished items.

4) Machining is a design requirement to ensure full contact at the top of the slot between the lifting plate and the filler plate.

Inquiry: Section 10-1.41 Asphalt Concrete states that asphalt concrete for pedestrian walkways and misc. areas shall conform to the provisions for type A, 12.5 mm Max. grading, but no grading is provided for the asphalt concrete for the mainline and ramp paving.

What gradation is required for the mainline asphalt concrete?

(5) Can the cutoff elevation be raised on piers 3-4 if the contractor pays for the additional 2210mm steel shell?
(6)Can lifting eyes be welded to the segments of 2210mm pile for construction and cut off once the casing is set?

The falsework shall be designed by the Contractor in conformance with the provisions in the Special Provisions, Section 10 -1.46, "Concrete Structures." Piles are not allowed to be driven or placed directly into the wetted channel. There is no restriction on the number of bents or piles for falsework outside of the wetted channel. Attention is directed to page 9 of the biological opinion, Conditions 2 and 4 of the Coastal Development Permit, and subject to all other applicable permit conditions.
(3) Cofferdams and other facilities as necessary to accomplish construction of the work are allowed and working drawing shall be subject to the Engineer's approval per the Standard Specifications, Section 19-3,"Structure Excavation and Backfill."

Inquiry: 1) Section 10-3.03 - Maintaining Existing Traffic Management Systems Element During Construction. There are no drawings to show elements of T.M.S. that should be maintained. The drawings show elements to be abandoned or replaced. Staging drawings show no electrical work. "Payment" section says there may or may not be any work yet this is a Bid Item. Since there is nothing shown is everything an extra? If there is nothing there, does the Bid Item get eliminated? If it is paid as extra work, how do you put a price on it? According to project drawings there are two (2) detector loops to be abandoned and replaced and two (2) highway advisory signs, one to be abandoned and one relocated. Are these the elements to be protected?

2) Sheet E-1 shows metal pull box 8"x8"x4", unknown in Caltrans Specifications. Please clarify as this is not dimensions for a #9 or #9A.

The Contract Bid Item and Special Provision are to remain in the contract in order to cover the cost of maintaining and keeping operational the existing TMS elements shown on the plans or identified during the pre-construction operational status check meeting. These existing TMS elements shall be operational during construction and stage construction. There may or may not be a need for temporary TMSs during various stages of construction. Please follow Provision 0-3.03 that contains all the information.

2. Since Type 9 or 9A pull boxes can not fit into the footing of the proposed modified Type S-10, these special size pull boxes were put into the contract. Pull box specifications are given in Caltrans Standard Specifications.
