Small Business and DVBE Certification Application Forms:

  • Small Business Certification Application , STD. 813 (NEW 1/2001)
  • Disabled Veteran Business Enterprise (DVBE) Certification Application, STD. 812 (REV. 1/2001)

To be eligible for certification, your business:

  • Must be independently owned and operated;/Can not be dominant in its field of operations;
  • Must have its principal office located in California;
  • Must have its owners (or officers in the case of a corporation) domiciled in California; and
    Together with your affiliates, be either:
    • A business with 100 or fewer employees, and an average annual gross receipts of $12 million or less over the previous three tax years, or
    • A manufacturer with 100 or fewer employees.

To be eligible for DVBE certification, your business:

  • Must be at least 51% owned by one or more disabled veterans;
  • Your daily business operations must be managed and controlled by one or more disabled veterans (the disabled veteran(s) who manages and controls the business is not required to be the disabled veteran business owner(s));and
  • Your home office must be located in the U.S. (the home office cannot be a branch or subsidiary of a foreign corporation, foreign firm, or other foreign based business).

For DVBE certification purposes, a "disabled veteran" is:

  • A veteran of the U.S. military, naval, or air service;
  • Has a service-connected disability of at least 10% or more; and
  • Must be a California resident

The California Construction Contracting Program is a great opportunity for you if your business provides services from Asphalt to Porta-Potties; from backhoes to fencing; from catering to architectural and engineering services.  You need to prepare yourself and your business to take advantage of FREE counseling and training services!

These services are provided through a partnership between Caltrans, the California Community College’s Economic and Workforce Development Program, and the California Small Business Development Center program.
