Bulinski, with 19 years of State service, brings broad knowledge and experience in transportation design, construction, project management and highway maintenance to this assignment.

A 1985 graduate of Humboldt State University, he has a Bachelor of Science degree in engineering, is a Registered Civil Engineer in the State of California, and has his Project Management Professional credential.

Bulinski and his wife Jan have three children, Rachael, William and Logan.  Outside the office, he enjoys woodworking, racquetball and numerous outdoor activities, including hunting, fishing, bicycling and backpacking.

Prior to this appointment, he was the Supervising Transportation Engineer over the Caltrans North Region Project Development Design Office.
