What is all the work along I-15?
There are a series of projects along I-15 from the Miramar and Mira Mesa areas of San Diego to the north. The project in the Miramar and Mira Mesa areas will add a freeway lane and auxiliary lanes in both directions. The additional lane and auxiliary lanes, which start at an onramp and end at the next off ramp are expected to bring significant congestion relief to the area. From State Route 56 north, there are a combination of projects that will add auxiliary lanes in specific areas and also construct the I-15 Managed Lanes.


What are the Interstate 15 Managed Lanes?
As part of the I-15 Managed Lanes Project, four lanes will be constructed in the median of Interstate 15 that will feature a moveable median barrier similar to the one on the San Diego-Coronado Bridge. The moveable barrier will allow the number of lanes to be changed to match the commute direction. For example, there could be three lanes available for southbound commuters in the morning and then the barrier could be moved to allow three lanes northbound for the afternoon.


How long are the Managed Lanes?

Plans for the future include construction of the I-15 Managed Lanes from State Route 163 near Miramar to SR-78 in Escondido. The initial construction includes the middle segment between SR-56 in San Diego and Centre City Parkway in Escondido.


Is there anything unusual about the lanes?

There are several unique features to the I-15 Managed Lanes. The lanes will feature a moveable median barrier that will allow the number of lanes to be changed to match the commute direction, or if there is an incident that blocks the main lanes. The project itself is being developed in a unique way. The construction has begun before the design has been complete. Caltrans engineers completed enough of the plans to start construction while they finish the rest of the design. This method has risk, but is expected to allow the project to be completed more than a year earlier than if the project had been developed using more traditional methods.


Who can use the Managed Lanes?

The Managed Lanes will be used primarily by carpools, vanpools and transit riders. If there is extra room on the lanes, FasTrak subscribers will be allowed to use the lanes for a fee. What hours will the lanes be open?

The I-15 Managed Lanes will be open 24 hours per day every day.


Will the only access to the Managed Lanes be from each end?
No. In the middle segment under construction, motorists will be able to access the lanes at the north end, from each of the three Bus Rapid Transit Centers or at the three northbound and two southbound intermediate access points.


When will the Managed Lanes be open?
The middle segment of the Managed Lanes from SR-56 to Centre City Parkway is expected to be open at the end of 2007.


How do I get information about construction near my house?
There are three ways to get information about the project including information about the construction itself. Will sound walls be constructed as part of the construction?
Yes sound walls or sound berms will be constructed at a variety of locations as part of the construction. As part of the project development process, a detailed noise study was performed to determine areas along I-15 that would qualify for a sound barrier. Current or expected noise levels need to reach 76 db at the affected property to be eligible for a sound barrier. Every attempt will be made to construct planned noise barriers at the beginning of work to help shield neighborhoods from construction noise.


Can I be notified of night work or noisy work?

For road or lane closure information about the freeway system including I-15, please log on to the Caltrans District 11 web site at www.dot.ca.gov/dist11 and look for the link for Road Closures. Full freeway or unusual closure will be likely be included on the Project Hotline at 866/890-1397.
