Traffic Project Development
has the primary task of managing and implementing the
District's Safety Program. Projects assigned to this branch are usually designated
as Safety Projects with a high priority for delivery. Typical projects completed by
this branch include median barriers, intersection improvements, curve realignments,
and new traffic signals. Projects are completed through all phases of Project Development, i.e.
from the Project Study Report/Project Report phase through completion of the project plans,
specifications, and estimate (PS&E) phase. Traffic Project Development engineers also provide
technical support during the Construction phase for all Safety projects.

I-8 Concrete Median Barrier - The Community Award winning Gateway Project.
This $2.6 million project adds beauty to the District's Safety Project, planned with a view to reduce
traffic accidents and maintenance cost.
The guard-rail type barrier is the first of its kind in San Diego. As per the specifications, it is
located on Rte 8 from 0.4 km east of Nimitz Blvd to Rte 5/8 sep & on Rte 15 from 0.7 km north of
Rte 94 / 15 sep to 0.5 km north of the rte 15/805 sep.
It is painted tan and features engraved seagulls. Caltrans invited public participation and then worked closely with
the Ocean Beach Community Council in deciding that the seagull design would best represent this gateway
to the neighborhood.
