THE PROJECT
This project proposes to construct a two-way left turn lane,
widen shoulders and improve curves on State Route 94 from Pine
Lane to east of Rancho Miguel Road. The existing two-way left
turn lane would be extended eastward to Rancho Miguel Road. A
traffic signal would be installed at the intersection with Steele
Canyon Road. Shoulders would be widened to provide eight feet
of emergency parking throughout the project.
TRAFFIC AND SAFETY NEEDS
Route 94 connects the City of San Diego with smaller east
county rural communities and Interstate 8 near the community of
Boulevard. It is also the only east/west route on the United
States side of the U.S./Mexican international border connecting
Tecate with San Diego. In addition to local traffic, it serves
both interregional and international travel in the area.
Various corridor characteristics contribute to traffic delays and related safety concerns. The many public and private road intersections and driveways in this area require traffic to stop for left turning vehicles. This combined with narrow shoulders, can present drivers with unexpected slowing or stopped vehicles in the traffic lanes, causing delays or accidents.
ENVIRONMENTAL CONCERNS
Studies have identified the following concerns related to
the project:
Biological impacts: oak trees, sage scrub, riparian habitat.
Visual/ Aesthetic issues: grading of slopes, re-establishment
of natural vegetation (including oak trees), and scenic quality.
Noise Impacts: none associated with this project.
Cultural
SCHEDULE AND FUNDING
Construction is expected to begin Spring 2001. Funding for
this project is from the State Highway Operations and Protection
Program (SHOPP), along with participating County funds. The total
estimated construction cost for this project is $2.9 million,
including
right-of-way.
