Description: Construct a four-lane expressway grading for six-lanes on new alignment from I-5, at the Hill Street interchange, to Foussat Road in the City of Oceanside. Signalized intersections are planned at Loretta Street, Benet Road, Airport Road and Foussat Road.

Stage Two - (Under Construction)
Description: Construct a four-lane expressway grading for six-lanes primarily on new alignment from Foussat Road to North Santa Fe Avenue then conventional highway from North Santa Fe
Avenue to Jeffries Ranch Road in the City of Oceanside. Signalized intersections are planned at Douglass Drive, Rancho Del Oro Drive, Old Grove Road, Frazee Road, Towne Center North Drive, College Boulevard, North Santa Fe Avenue, Guajome Lake Road, and Melrose Drive.
