THE PROJECT
The overall plan calls for widening and realigning 6 miles of
SR-76 between Foussat Road to Jeffries Ranch Road in the City
of Oceanside. This will include constructing a new four-lane expressway,
on new alignment, from Foussat Road to Frazee Road then widen
existing highway from Frazee Road to Jeffries Ranch Road. Traffic
signals will be provided at Foussat Road, Douglas Drive, Rancho
Del Oro Drive, Old Grove Road, Frazee Road, Towne Center North
Drive, College Boulevard, North Santa Fe Avenue, Guajome Lake
Road, and Melrose Drive. Grading will also be done to accommodate
future widening to six lanes.
TRAFFIC
Due to the rapid increase of residential and commercial development
in Oceanside, Carlsbad, Vista and San Marcos, traffic has more
than doubled on SR-76 during the last 10 years. Planned growth
in Bonsall and Fallbrook will double and triple existing traffic
in some areas, making Mission Avenue (SR-76) a major commuter
route. As traffic volumes increase, the potential for more congestion
and accidents will also increase.
ACCIDENTS
The accident rate on SR-76, for fatal and injury accidents, is
higher than expected when compared to similar two-lane routes
in the state. The four-lane highway would reduce the potential
for accidents in the future.
FUNDS
The funding for the project will be provided by the TransNet Sales
Tax Measure approved by San Diego County voters in November 1987,
the State Transportation Improvement Program (STIP), federal and
local funds. The project has an stimated current cost of $80 million
including right of way and construction. The right of way accounts
for about $35 million of the total project cost.
