OVERALL GOALS

THE PROJECT
The Balboa Avenue corridor has experienced a large increase in traffic volumes
in the last several years, especially commercial truck traffic. This increase
has led to a deterioration of the roadway surface. Although maintenance
crews have been periodically patching areas of surface failure, these are
only meant as a temporary fix. A solution is needed to restore the surface
to an acceptable condition which will handle the expected traffic increases
well into the future. Caltrans will also take this opportunity to address
other operational, safety and landscape needs identified for this route.
PROJECT FEATURES
Pavement Rehabilitation: The top 60 mm of pavement will be removed and
replaced with a rubberized asphalt overlay on the entire width of Balboa
Avenue from Morena Boulevard to Viewridge Drive near Interstate 15 The areas
where concrete has failed will be removed and replaced with new asphalt.
Safety Improvements: Curb ramps will be constructed at intersection
where none currently exists. Existing asphalt sidewalks will be replaced
with concrete along the westbound side near Clairemont High School and between
Mt. Culebra and Mt. Everest and along the eastbound side between Morena
Boulevard and Moraga Avenue. An existing section of guardrail on eastbound
Balboa between Clairemont Drive and Mt. Culebra Avenue will be upgraded
to meet current standards.
Raised Medians: The existing asphalt paving in the median areas near
Moraga Avenue and Charger Boulevard will be replaced with textured pavement.
New raised medians will replace the existing flexible delineators at four
locations.
Traffic Signals: A new signal will be installed at the intersection
of Balboa Avenue and Cannington Drive. The existing signal at Mt. Everest
will be upgraded with a new controller and signal standards.
COORDINATION WITH LOCAL COMMUNITY
Balboa Avenue (State Route 274) serves as a major arterial through the
Clairemont and Kearny Mesa communities in the City of San Diego. Due to
its regional importance, Caltrans has taken a proactive approach in soliciting
input from the residential and business communities through its participation
in a Community Advisory Committee. Through this forum, planned improvements
and vision for this corridor have been shared amongst the local community
groups, elected officials, the City of San Diego and Caltrans. The committee
meets on a periodic basis to discuss the scope and status of the improvements
to Balboa Avenue.
CONSTRUCTION SCHEDULE AND COST
Construction is expected to begin Fall 1998 and be completed by late Spring
1999. The project has an estimated cost of $4.7 million.
