transportation concept summary (tcs)
The Transportation Concept Summary (TCS) report is a planning document which describes the Department's basic approach to the development of a given state highway corridor. The TCS serves as an analysis tool and conceptual long-range guide for future transportation investment decisions in a State highway corridor.
The TCS is composed of a variety of sections that provide key information essential to ultimate project delivery. These sections are Purpose and Need, Corridor Analysis, Existing and Future Traffic Volumes and Levels of Service, Performance Measures (i.e. Freeway Performance Measurement Project, PeMS,) Recommended Corridor Modal Improvements, Project Initiation Document Corridor and System Coordination, and Development Review.
TCSs are on a regularly scheduled update cycle. They can also be updated if warranted by changing conditions or as new information is obtained.
