 _ Development Review
 
The Development Review branch is responsible for reviewing all local projects, programs, plans, and private developments that could potentially impact existing or proposed state transportation facilities. The branch also reviews various proposed state and federal projects as well. The branch makes comments on proposed developments and coordinates with lead agencies in an attempt to mitigate any negative impacts on the transportion network.

This reviewing function of the Branch allows the Department to work towards better compatibility between local land use and the statewide transportation system. Often referred to as IGR (Intergovernmental Review) this process is enabled through the CEQA (California Environmental Quality Act) process and provides for early involvement in transportation and land use planning, allowing for a systematic review and monitoring of development activities. Government decision-makers and the public are informed about the effects of a proposed project on Department facilities. The IGR branch often suggests solutions to avoid or reduce impacts.

District 11 Development Review coordinators review more than 3000 federal, state, and local planning and environmental documents yearly. They work cooperatively with local lead agencies and developers in determining the type and level of mitigation needed to offset impacts. The district coordinators are supported by engineers and other functional reviewers who provide technical input and mitigation recommendations.
