Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

  • No, the prevailing wage rate does not apply to the Security Guard Item.

How are we suppose to competitively bid on the SWPPP?
The construction time is going to fall during the rainy season (with a probability of El Nino conditions).  The project is in the middle of a river bed.  There are only two temporary and one permanent item identified on the bid form. The cost break-down we are responsible for is all encompassing. We could be held responsible for the cost of installation and maintenance of all the items on the cost break-down with no quantities or limits (subject to the acts of god). 

  • The permanent fiber roll shall be placed during the construction and was inadvertently omitted from the Order of Work. The WATER POLLUTION CONTROL COST BREAK-DOWN schedule of values lists many items but in accordance with paragraph 3 which states:
    • "Line items indicated in the Water Pollution Control Cost Break-Down in this section without a specified Estimated Quantity shall be considered by the Contractor for selection to meet the applicable "Minimum Requirements" as defined in the Manuals, or for other water pollution control work as identified in the "Construction Site BMPs Consideration Checklist" presented in the Preparation Manual.  In the Water Pollution Control Cost Break-Down submitted with the SWPPP, the Contractor shall list only those water pollution control practices selected for the project, including quantities and values required to complete the work for those items."
    The term "shall be considered" does not require that you include all items listed, include a quantity for those you determine are needed to meet the minimum BMP requirements but if there are items not listed that you have determined may be needed and cannot be included since they are not listed then they will be addressed after bid opening.

Plan Sheet / Specification Reference= 10-3.03 CONDUIT -paragraph 4

States that "the trench should be backfilled with commercial quality concrete,...." for this type of conduit we do not normally backfill with concrete. Please advise.

  • It is required by the contract to backfill with commercial quality concrete as specified in Section 10-3.03.

Can the performance/ payment bond duration be split into 2 year periods in lieu of one 5+ year period?  Our bonding company will not issue a 5+ year bond.
