Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

States in part, "All contractor and Caltrans personnel, vehicles, and equipment must be able to vacate the HOV Lanes within approximately 20 minutes of being notified by the TMC."
 

1) If the contractor fails to successfully vacate the lanes within the time frame, will the contractor be held accountable pursuant to Section 10-1.13 "Closure Requirements and Conditions" under "Late Reopening of Closures"? 
  • No, the requirement for "..within approximately 20 minutes.." is the goal and it would be expected that if there was a major incident then all attempts would be made to achieve that goal dependent on the current operations at that time. The requirements of Section 10-1.13 LATE REOPENING OF LANE CLOSURES applies to the reopening of closures as per the planned reopening time specified in the Lane Closure Charts as shown in Section 10-1.12. 
2) Will the project be subject to "Temporary Suspension of Work", per Section 8-1.05? 
  • Yes, Section 8-1.05 shall apply if the TMC gave notice to vacate the HOV Lanes and any determination of time and / or compensation due the contractor shall be in accordance with the requirements of Section 8-1.05 TEMPORARY SUSPENSION OF WORK and Section 8-1.06 TIME OF COMPLETION. 
3) Will the Department deduct $6,600.00 as specified for each 10- minute interval or fraction thereof?
  • No.

 Plan Sheet / Specification Reference=Special Provisions, Page 86, Section 10-1.26 "Asphalt Concrete"

Please clarify the second paragraph, which states in part, "Full compensation for concrete backfill shall be considered as included in the contract price paid per tonne for asphalt concrete..."

  • The cost of the "concrete backfill" as defined on plan sheet CONSTRUCTION DETAILS C-5 (20 of 29) and the Section 10-1.26 of the Special Provisions shall be comp'd into the total cost of AC per tonne. If there are any changes in the requirements of the material as specified to be placed in the "concrete backfill" area then compensation if necessary will be made in accordance with Section 4-1.03 of the Standard Specifications.

 Plan Sheet / Specification Reference=Contract Item #4, special provisions section 10-1.01, 10-1.06 and 10-1.12 chart #4.

Please confirm that your intent is to require all access for construction operations from NB 15 to be performed during night time operations with a closed NB #1 lane, per chart #4, regardless of weather conditions.

  • Correct, in accordance with Sections 10-1.01 "Prior to the start of construction, the contractor shall install all temporary construction entrances.", 10-1.06 paragraph 9 "Lane number 1 on Route 15 northbound shall be closed when temporary construction entrance is to be used." and 10-1.12 Chart #4 as shown on page 77 of the Special Provisions the requirements state that the only time vehicles/ equipement are allowed to ingress/ egress from I-15 NB is per Chart # 4 which is a requirement regardless of weather conditions per Section 10-1.02.

We believe that Section 5-1.04 Public Safety takes precedence over methods of construction for asphalt paving on Page 84 of the Special Provisions. Under Cold Plane AC it states " The Contractor shall schedule paving operations so that planed areas are paved with asphalt concrete within the same work shift". Section 5-1.04 has been defined and implemented in all districts for many years. Please confirm our interpretation.
