Section 10-1.06 states a "temporary concrete washout will consist of a commercially available 208 liter drum." And that "Temporary concrete washout will be measured by the unit as determined from actual count in place."
Does this mean that a "unit" consists of one 208 liter drum and payment will be made for each drum used? Please clarify if pay quantity will be determined by the number of drums, number of areas, or
what is the intent?

• Yes, the pay quantity is measured by each unit which consists of  "a commercially available 208 liter drum". Per Section 10-1.06 of the Specials the number of drums shall be measured by the unit from actual count in place and any increase in quantity of "concrete washouts" needed shall be paid for in accordance with Section 4-1.03B of the Standard Specifications. 

I have not found a dimension for the width of the in fill walls.  Please provide.

• See Addendum No. 2.

The Special Provisions refers to DOWELED WEAKENED PLANE JOINTS but the Revised Standard Plan RSP A35A shows UNDOWELED TRANSVERSE JOINTS, please clarify what is required?

• RSP A35A is incorrect, the correct RSP is A35B. Doweled weakened plane joints are required in accordance with 5-1.04 COORDINATION AND INTERPRETATION OF PLANS, STANDARD SPECIFICATIONS, AND SPECIAL PROVISIONS:
•  Project plans shall govern over Standard Plans; Standard Plans and project plans shall govern over these Standard Specifications; and the special provisions shall govern over both these Standard Specifications and the plans.
RSP A35B added by Addendum No. 2. 

After taking off the excavation and embankment quantities from the cross sections, the quantity of embankment shown on the plan sheet #42 is incorrect. It looks like the area between Stations 180+00 to 180+78 was included in the embankment when it is actually a bridge over Panorama Drive, please clarify. Does Caltrans have a dump site?

• Quantities revised by Addendum No. 4.

The Special provisions have not provided a traffic chart for the westbound route 94 off ramp to Spring Street. There is an overhead sign Structure to be installed on this ramp that will require a ramp closure. Does Caltrans intend to issue a traffic chart for this ramp?

• In accordance with Section 10-1.13 the requirements for a full freeway closure as per Chart No. 6 for closure of Westbound Route 94 the freeway is closed before you approach the Spring Street off ramp and traffic detoured therefor it is assumed that the off ramp is closed and will be allowed during the freeway closure hours shown. A closure chart may be issued for the ramp closure exclusively with a detour plan after award of contract based on the hours shown on Chart 6. 

The charts state that no work that interferes with public traffic will be allowed between 5:00 AM and 9:00 PM. Work associated with the construction of the Panorama drive UC will require traffic control on Panorama and Bowling Green, both of which have very light traffic. Is it the intent of this specification to force the contractor to work at night in a residential area when the work could be done during the day with minimal impact to traffic?

• See Addendum No. 4.

Note in the center of the page "Restrainer unit over each girder..." points to only 2 girders.
With two girders pointed to,  are these the only 2 girders to get restrainers in 3 locations?

• There are actually three arrows shown on plan sheet 87, regardless the note states that "Restrainer unit over each girder...." and the quantities include the work at each girder.

The construction of the infill walls will require excavation of Panorama. The only traffic control for this area is one-way at night.  This work should be done behind k-rail.  Can the item for k-rail and tcc be increased to include this work?

• See Addendum No. 4 for closure of Panorama Drive and the item for k-rail will not be increased.

Section 10.33 "Concrete Pavement..." requires the placement of the test strip of not more than 300 meters or not less than 200 meters in length. Furthermore, this test strip must not only meet, but exceed the contract requirements of Section 40-1.10 "Final Finishing" because, according to the Special Provisions, THE ENTIRE STRIP SHALL BE REJECTED IF ANY GRINDING IS REQUIRED.

The entire length of the concrete pavement section is 370 meters.  This requirement of the completion of a test strip, representing from 54% to 81% of the entire project,  conforming to Section 40-1.10, WITHOUT ANY GRINDING, is simply not feasible, either from an economic, or engineering standpoint.

Please state that this requirement shall be waived or consider removing the Test Strip requirement from the Special Provisions.

• In accordance with Section 4-1.03 of the Standard Specifications the State shall pay for grinding of the existing adjacent lane if necessary. The interpretation of the State shall be that grinding shall be allowed as a corrective measure as long as all other requirements are meet and that the dowel tolerances are to be measured after grinding. 

At the beginning of paving operations, the Contractor shall construct an initial test strip of concrete pavement at least 200 meters, but not more than 300 meters, in length at the specified paving width.  If the test strip conforms to specifications, it will become part of the project's paving surface and will be measured and paid for as concrete pavement and seal pavement joint.  The Engineer will determine the specified paving width.  The Contractor shall use the same equipment for the remainder of the paving operations.  The Contractor shall not perform further paving until the test strip is evaluated in conformance with the provisions in Section 40-1.10, "Final Finishing," of the Standard Specifications regarding surface straight edge and profile requirements; for dowel and tie bar alignment verification; concrete quality; and pavement thickness. An additional test strip will be required when:

1. The Contractor proposes using different paving equipment including the batch plant, paver, dowel inserter, tie bar inserter, tining, or curing equipment, or
2. Any portion of a test strip fails to conform to the provisions in Section 40-1.10, "Final Finishing," of the Standard Specifications for straight edge and profile requirements without the use of grinding or other corrective method, or
3. The dowel tolerances are not met, or
4. The pavement thickness deficiency is greater than 15 mm, or
5. A change in concrete mix design has occurred.

The Contractor shall perform coring of the test strips, as directed by the Engineer, as part of the dowel or tie bar placement tolerance verification.  A minimum of six dowel bars shall be cored for each test strip.  After removal of cores, voids in concrete pavement shall be cleaned and filled with hydraulic cement grout conforming to the provisions in "Core Drilling for Dowel Placement Alignment Assurance Testing" of these special provisions.
Regardless of the placement method [load transfer assemblies (dowel baskets) or mechanical inserters] chosen by the Contractor, after the initial test strip is placed, operations shall be suspended until the Engineer has sufficient time to inspect dowel positioning to insure that proper alignment of dowels is being achieved.  Dowel alignment tolerance allowance shall be in conformance to the requirements of these special provisions.
If mechanical inserters are to be used, the Contractor shall demonstrate that the insertion equipment will not leave surface irregularities such as depressions, dips, or high areas adjacent to the dowel insertion point.
Prior to placement of the test strip, the Contractor shall submit a written procedure to locate transverse weakened plane joints that will coincide with the center of the dowels being placed.  This procedure shall take into account inadvertent covering of paint markings after applying curing compound, misalignment by transferring marking spots, and inadequate staking of joints.
The Contractor shall change methods or equipment and construct additional test strips until a test strip conforms to the provisions in Section 40-1.10, "Final Finishing," of the Standard Specifications, and dowel bar alignment verification, without grinding or other corrective work.  Each additional test strip shall be limited to 200 meters in length.
If test strip fails to conform to the specifications, before grinding, test strip shall be removed at the Contractor's expense.  Additional test strips shall be constructed until the Contractor can demonstrate that test strip will conform to the requirements of these specifications.
The Engineer may waive the initial test strip if the Contractor proposes to use a batch plant mixer and paving equipment with the same personnel that were satisfactorily used on a Department project within the preceding 12 months and the mixer has not been altered or moved.  The personnel shall be individuals listed in the prepaving conference used on the preceding Department project.
Materials resulting from the construction of all rejected test strips shall become the property of the Contractor and shall be removed and disposed of in conformance with the provisions in Section 7-1.13, "Disposal of Material Outside the Highway Right of Way," of the Standard Specifications.

•  See Addendum No. 4 for projects limits of work, all work will be staked and earthwork quantities based off the "E" Line.

Plans indicate installation of two crash cushion arrays, Type B 14. There is not a bid item for temporary or permanent crash cushion arrays, nor are any shown on the quantity sheets. Are these arrays to be temporary or permanent and which bid item will they be paid under?

• None, it is not necessary to include work not defined nor included in any pay method. 

With the exception of bid item No. 4 (temp. concrete washout), it appears that the payment for SWPPP items are included in the various items of work.
Will Caltrans consider:
1.) Adding additional SWPPP items of work or
2.) Paying for SWPPP at force account once the project is awarded.

• No additional items will be added. The four items listed are temporary measures and shall be incorporated into the WPCP and any items other than as listed shall be quantified in the various items of work and incorporated in the WPCP. Any increases in Items 1, 2, 3 & 4 as incorporated into the approved WPCP shall be paid for as increase in item in accordance with Section 4-1.03 of the Standard Specifications and the Special Provisions.

What is the requirement for the Longitudinal Isolation Joints? 

• The requirements for the isolation joint are missing from the Specials including the MEASUREMENT AND PAY therefor all work regarding the longitudinal isolation joint will be added in accordance with Section 4-1.03 of the Standard Specifications.
