BIDDER'S INQUIRY FORMAT

Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Only when stated in the Special Provisions will contracts have posted INQUIRIES AND RESPONSES.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.
Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.

1	Plan Sheet / Specification Reference=GENERAL The 30 working days allowed for the job seems adequate for actual construction, however the design, shop drawing approval, and manufacturing period could easily consume the entire 30 working days and then some. Why not allow an advance period for the preliminaries (i.e.design,approval,manufacture) and THEN 30 working days for the on-site work? See Addendum No. 2.
2	Plan Sheet / Specification Reference=GENERAL The traffic control plans seem to give no option other than full-time, 24 hours per day, 7 days per week, coverage with at least 2 on-site flaggers during construction when only one lane of traffic is possible. Was there any intent to allow a portable traffic light regulating time periods of each direction of traffic flow? No. At a minimum two flaggers shall be provided at all times with no exception.
3	Plan Sheet / Specification Reference= Where is the Bridge demolition paid? See Addendum No. 2.
4	Plan Sheet / Specification Reference=Special Provisions Section 5-1.16 The copy of the US Fish and Wildlife permit does not contain even numbered pages. Can the missing pages be made available for review? MISSING SHEETS FOR MIBS PROVIDED
5	Plan Sheet / Specification Reference=Page 10 section 5-1.018 Excavation Safety Plans 5-1.02A, third bulleted paragraph This requires 3 weeks allowance for the engineer to review the shoring drawings. This represents 15 working days of the 30 allowable. Can additional time be added to the project to compensate for this review time? See Addendum No. 2.
6	Plan Sheet / Specification Reference=Page 39 section 10-1.01 Order of Work Each stage construction of prefabricated rcb is 10 wd. Each stage requires excavation, demolition, dewater of the excavation, construction of the cutoff wall, placement of the precast rcb, wingwall footing construction, wall construction, wait for concrete strength, backfill, type 25 rail construction and paving. No night work is allowed per fish & Game Permit. Thirty working days ia not an adequate amount of time to accomplish all of the above. Can additional time be added to the contract to accomplish the above work? See Addendum No. 2.
7	Plan Sheet / Specification Reference= Suppliers of the precast box indicate a 12 week production time after approval of the shop drawings. Can the contract time be increased to accommodate this production schedule? See Addendum No. 2.
8	Plan Sheet / Specification Reference=Section 10-1.10 Construction Zone Enhanced Enforcement. The total number of chp hours is 490. Two 10 day work periods at 24 hours per day, 7 days a week = 576 hours. The contractor is required to schedule the chp 15 days in advance of work requiring the CHP. What is the criteria for CHP support? See Addendum No. 2.
