We have just begun to work on the above project plans.  The print quality is very poor.  Typically the planned work is shown with average quality, but the existing layout is extremely faded.  When will you have some corrected copies to replace the illegible ones?  Thank you for your help.

• The electronic plans in .tiff format are actually readable and can be printed from that site. Copies of the unclear sheets are also available at our office in Old Town or can be mailed out by request.

Plan sheets 15 - 40, 411 - 443, 637 - 639, 660 - 668, 689 - 691, 729 - 732, 751 - 754, 771 - 773, 817 - 823, 848 -852.

On X - 2, is the intent for the section on the Eastbound Lanes to be typical section 1? 

• No.
• Yes, the intent is that TYPICAL STRUCTURAL SECTION 1 shall be used for the eastbound lanes including the shoulder from Station 45+55.000 to Station 51+08.926 "A" Line.

The Eastbound HSSD on X - 2, starts at sta. 48+60.00.  On L - 4, the HSSD actually starts at Sta. 47+23.00.  Which is correct?

• L-4 is correct. 

None of the layout drawings are labeled with the Typical Structural Sections.  This makes matching the stationing extremely difficult.  Will new plans be issued to accommodate the sections?

• No, new sheets will not be provided. Normally we provide that as a convenience but due to the time frame it wasn't possible. 

Typical section 14 at Sta. 46+32.338 is not shown on the layout drawings. 

• Station 46+32.338 is in reference to SW-1 as shown on sheet 503 of 856.

Please provide us with a hardware and software supplier that we can price and then get equivalent proposals with the specifications provided.  We understand the sole source politics.  We just need a place to start.  Thank you for your assistance.

• There are several providers that meet the requirements as stated in the Special Provisions. 

Could we obtain digital files for the grading? Could you zip and e-mail them ASAP?

• Original ground files are available in .dgn format but the final grades are not. 

The quantities shown for Concrete Barrier Type 25 appears incorrect, please verify. 

• The quantity in the Engineers estimate is incorrect, bid it as you see it unless an addenda is issued.

•  No. The products listed are approved in the Highway Design Manual, but not this contract. A CRIP may be proposed in accordance with Section 5-1.019 COST REDUCTION INCENTIVE of the Special Provisions. 

Gradation Chart (attached) appears to be in error. If correction to this chart is necessary please check to see that the specified material is available locally.

I have asked this question before, but do not see it posted or answered.  Is it possible to get the contour grading sheets (both original ground and design grades) in electronic format?  If we could get this information in microstation, autocad or dxf format, we could generate our mass haul diagram from this data vs having to digitize in all of the cross-sections for the job.
Please advise.

You list the quantities for this item by station-cut/fill (Q-11). Yet no detail can I find other than that on sheet (D-114), for the grass lined ditch.  That doesn't account for the total quantity.  Where does the rest of it go, or is the item quantity a bust?

Section 10-1.86 ALUMINUM BRIDGE RAILING quotes are guaranteed prices till 01/31/03, but orders cannot be placed before then. Can the prices be guaranteed until the bridges are completed.

The bid item for imported topsoil requires that it be placed on both serrated and non-serrated slopes.  What thickness is required, and is this material figured into the overall earthwork calculations?

Does trucking for imported material from a site not designated by the State require payment of prevailing wage? 

• No.

Does disposal of materials offsite require prevailing wages?

• No.

Is there a specification for lean concrete backfill, please clarify.

• Item 59: Lean Concrete Backfill shall conform to the provisions for slurry cement backfill in Section 19-3.062, "Slurry Cement Backfill," of the Standard Specifications, except that there is no option for the aggregate it shall be commercial quality sand. 

Per spec provisions page 233, is the $25,000 fee for each water meter or for all seven? 

• Per Section 10-2.04 HIGHWAY PLANTING of the Special Provisions the cost for one (1) water meter is $25,000.00 paid per EACH. 

• Not much.

The reinforcing mesh shown on sheet 314 for use in the concrete ditch lining converts to 6" X 6" - 6ga X 6ga, 6 ga size is too large for this application and would have to be  bent to shape in a fabrication shop. The standard mesh used in the past for these ditches has been 6" X 6" - 10ga X 10 ga (Metric 150 X 150- MW9XMW9). Is this a conversion error, please clarify.

THERE IS NO TYPICAL SECTION FOR THE 200 mm UNDERDRAINS EXCEPT THE STANDARD PLANS D-102, WHICH SHOWS A VARIABLE HEIGHT OF EXCAVATION & PERMEABLE MATERIAL MEASURED FROM THE INVERT OF THE PIPE TO THE GRADING PLANE (inside subgrade area) AND 150 mm FROM ORIGINAL (outside subgrade area). FILL DEPTHS WHERE THESE UNDERDRAINS ARE REQUIRED RANGES FROM 3 meter to 15 meter. 
ASSUMING THAT THE INVERT OF THE PIPE IS CLOSE TO ORIGINAL GROUND, DOES IT MEAN THAT WE NEED TO PLACE THE PERMEABLE MATERIAL & FILTER FABRIC 3 meter to 15 meter HIGH? 
PLEASE CLARIFY.

• For bidding purposes use the detail as shown in the Standard Plans (JULY 1999) D102 per the EXCAVATION AND BACKFILL detail the "variable" depth shall be 1 M. Any difference in depth after bidding shall be handled in accordance with Section 4-1.03 of the Standard Specifications.

THE SITE IS PRIMARILY A FARMLAND. COULD WE POSSIBLY USE THE USABLE EXISTING TOPSOIL IN LIEU OF IMPORTING THE MATERIAL?. HOW THICK IS THE TOPSOIL REQUIRED?

Where do we find specifications for Soil Tight Joints for RCP and CMP

• There is no information provided in the contract therefore a CCO shall be written to add the following requirements: "Joints for pipe designated as soil tight shall be wrapped with filter fabric in accordance with the joint preparation detail as attached. Filter fabric shall conform to Section 88-1.03 "Filter Fabric" of the Standard Specifications."

Previously question # 4 asked if "On X-2, is the intent for the section on the Eastbound Lanes to be typical section 1?"  You're response was "No".  Our sheet X-2 does indicate typical section 1 for the traveled way as well as for the shoulder area.  What is the correct typical section for Eastbound Lanes on sheet X-2 and is the shoulder area to be the same as the traveled way as currently indicated?

• Inquiry No. 4 has been corrected.

JUST REC'D ADDENDUM 1.  ON THE PLAN SHEETS LISTED REVISED, SHEET #S 230,234,241 & 242 WERE NOT INCLUDED IN THE PACKAGE.  HAVE THESE SHEETS BEEN REVISED?

• The plan sheets referenced are corrected by note on page 1 and 2 of Addendum 1. 

Can 600mm Bituminous Coated Corrugated Steel Pipe 2.77mm thick be substituted for these bid items?

• No. 

It appears the quantities for Type A Asphalt For line A, right & left, in the areas of PCC paving have been computed incorrectly and are significantly inflated. I believe they may have used the thickness of the ATPB (120 mm) to compute the type A quantity under the ATPB instead of 45 mm.  If I am correct, this will result in a significant, greater than 25%, reduction in Type A quantity and should be corrected prior to bid.

On page 179 of the Specifications, "The concrete shall contain a minimum of 350 kg of portland cement per cubic meter."  Should this be 350 kg of cementitious material per cubic meter?

• Correct, it should state cementitious material. 

The structural plans do not show any apparent changes, please clarify what changed.

• SEE ADDENDUM NO. 2 to re-issue sheets 619, 622, 634, 775, 779, 783, 786, 805, 824, 825, 827, 830, 843 and 845.

Prior to installation of the ATPB on top of the 45mm layer of Type A Asphalt, does the surface of the Type A receive Asphalt Binder? 

• Depending on the timeframe between placing the AC and the ATPB it may be required and will be paid as increase in item in accordance with Section 4-1.03 of the Standard Specifications. 

• Yes , it will paid for in Item 91: ASPHALTIC EMULSION (FOG SEAL COAT AND PAINT BINDER).

Will the State be providing the hydraulic bladder?

• Yes, the State shall be responsible for the hydraulic bladder.

• Yes, the State shall perform the load test.

REF ITEM 207 AND SPEC PROV.  10- 1.82 AND 83- THERE IS A SEPARATE PAY ITEM FOR GUARD RAIL DELINEATORS, YET THE SPEC PROV NOTE THESE AS INCLUDED WITH PAYMENT FOR ITEM 208. CLARIFY PLEASE. 

• The last paragraph in Section 10-1.83 is in reference to Item 207: GUARD RAILING DELINEATOR. 

BY CALCULATING THE TYPE 2A MOD FLARES SHOWN ON SHEET 122, AND COMPARING THE "PAY" LENGTHS FOR MBGR RUNS SHOWN ON SHEET 489, IT APPEARS THAT THE LENGTH OF "BACK RAIL" ( L1 ON SHEET 122) IS MEASURED AND PAID FOR ALONG THE FACE OF THE " BACK RAIL".THIS IS ALSO PER STD SPEC SECT 83-1.03 PARAGRAPHS 2 & 5.
PLEASE CONFIRM THIS AS HOW ITEM 208 AT TYP 2A MOD. FLARES WILL BE PAID.

• The quantity of rail shall be measured along the face of the front and back rail per Section 83-1.03 of the Standard Specifications.

Specification says that HDPE AASHTO M 252 & AASHTO M 294 can be used. This spec includes single and dual wall. Not sure which to bid.

You refer to contradicting specs / items therefore:

• Per Section 10-1.71 of the Special Provisions refers to Section 68-1 which applies to Items 151 and 152 for UNDERDRAINS shall be single wall. 
• Per Section 10-1.72 of the Special Provisions refers to Section 68-3 which applies to Items 153 and 154 for EDGEDRAINS doesn't include AASHTO M 252 or AASHTO M 294.
