bidder' inquiries, unless incorporated into a formal addenda to the
contract, are not a part of the contract and are provided for the
bidder's convenience only. In some instances, the question and answer
may represent a summary of the matters discussed rather than a
word-for-word recitation. The responses may be considered along with
all other information furnished to prospective bidders for the purpose
of bidding on the project. The availability or use of information
provided in the responses to bidder' inquiries is not to be construed
in any way as a waiver of the provisions of Section 2-1.03 of the
Standard Specifications or any other provision of the contract, the
plans, Standard Specifications or Special Provisions, nor to excuse the
contractor from full compliance with those contract requirements.
Bidders are cautioned that subsequent responses or contract addenda may
affect or vary a response previously given.
Caltrans
District 11 Construction
Department has developed this method of answering Bidder's Inquiries to
better serve the needs of the Contractors who bid on our Projects.
Caltrans District 11 Construction Department will post all of the
questions submitted by any of the contractors that are registered
Planholders for that Contract, but reserves the right to not answer any
questions deemed unsatisfactory for public viewing.
The BIDDER'S
INQUIRIES & RESPONSES will be updated continuously and all attempts
will be made to do the final posting by 15:00 on the day prior to the
bid opening. However, to allow the Department
reasonable time to review and respond, bidders are recommended to send
in their inquiries at least four (4) working days prior to the bid
opening.

Plan Sheet / Specification Reference= SECTION 10-1.14 provides for the contractor supplying scheduling software for the use of the RE. Other current projects are eliminating that provision by addendum. (see contract 11-2M5504) Question = Please clarify the State's position on supply of software

Plan Sheet / Specification Reference= The NOTICE TO BIDDERS states that the department will receive bids on this contract until 10:00am on Friday, May 18, 2012, in SACRAMENTO Question = There are seven contract bids scheduled to be received on Friday, May 18, 2012, three are to be received in Irvine, and four are to be received in Sacramento. What is the rationale, in this age of energy conservation and carbon footprint awareness, of requiring several dozen contractor representatives to travel to Sacramento with their bids, when the department is scheduled to have a bid opening staff receiving bids in Irvine on the same day? Also, there are nine bids being received in Irvine on Thursday, May 17, 2012 as well, so obviously there will be a full strength bid opening staff in southern California on that Thursday and Friday. If the department persists in maintaining the Friday bid opening for a few contracts, please consider changing the time of day for the bid opening to the usual and customary 2:00pm time. The 10:00am opening exacerbates the travel problem as it is not possible to travel by commercial airline from southern California to Sacramento sufficiently early to be assured of a timely submittal of a bid at 10:00am, thereby adding an overnight stay to the already onerous travel burden being placed on the bidders.

material described in Section 10-1.29,"EXISTING HIGHWAY FACILITIES",
subparagraph, "EARTH MATERIAL CONTAINING LEAD"?
