bidder' inquiries, unless incorporated into a formal addenda to the
contract, are not a part of the contract and are provided for the
bidder's convenience only. In some instances, the question and answer
may represent a summary of the matters discussed rather than a
word-for-word recitation. The responses may be considered along with
all other information furnished to prospective bidders for the purpose
of bidding on the project. The availability or use of information
provided in the responses to bidder' inquiries is not to be construed
in any way as a waiver of the provisions of Section 2-1.03 of the
Standard Specifications or any other provision of the contract, the
plans, Standard Specifications or Special Provisions, nor to excuse the
contractor from full compliance with those contract requirements.
Bidders are cautioned that subsequent responses or contract addenda may
affect or vary a response previously given.
Caltrans
District 11 Construction
Department has developed this method of answering Bidder's Inquiries to
better serve the needs of the Contractors who bid on our Projects.
Caltrans District 11 Construction Department will post all of the
questions submitted by any of the contractors that are registered
Planholders for that Contract, but reserves the right to not answer any
questions deemed unsatisfactory for public viewing.
The BIDDER'S
INQUIRIES & RESPONSES will be updated continuously and all attempts
will be made to do the final posting by 15:00 on the day prior to the
bid opening. However, to allow the Department
reasonable time to review and respond, bidders are recommended to send
in their inquiries at least four (4) working days prior to the bid
opening.

Reference= Item No. 34 RSP, Sheet No. 11-13, Camp Pendelton
Question= The work at Location 9 is on the Camp Pendelton Base for which there is no public access. I spoke with the Base and they stated we would need to get permission through Caltrans to enter. Please provide information or set up at time so that we may enter the Base to view the work area so that we can prepare our bid. Thank you

Reference= 2-1.02 Disadvantaged Business Enterprises
Question= Will an Addnedum be issued to change the minority hiring goals from UDBE to DBE on this project pursuant to the Fedral directive and apparent CALTRANS implementation on projects bid after June 18, 2012? If so, will a new good faith effort focusing on DBE rather than just UDBE's be required? Thanks in advance for your help.

Reference= Location 9 - Rock Slope Protection and Grading Limits.
Question= A pre-bid job site visit was held on June 28, 2012. for the referenced location. It appears the original ground contours shown on the Construction Details (C-5) were established prior to the erosion that has taken place around and behind the existing headwall. Can you confirm if this is correct and how will this be quantified and the contractor be compensated for any additional grading as required.

Question= APC Spec calls out for spiral ribbed with polymeric sheet coating and polymerized assault invert. Is polymeric trenchcoat acceptable, polymeric sheeted with asphalt invert is no longer commercially available?

Reference= The successful bidder must submit: 3. A declaration under the penalty of perjury by a CPA certifying the accountant has applied GAAP guidelines confirming the successful bidder has sufficient funds and resources to cover any self-insured retentions if the self-insured retention is over $50,000. If the successful bidder uses any form of self-insurance for workers compensation in lieu of an insurance policy, it shall submit a certificate of consent to self-insure under Labor Code § 3700. Question= "Will Caltrans accept our certificate of qualified self-insured workers compensation from the state of California instead of a declaration by a CPA, given that the state of California has already accepted and confirmed we have sufficient funds and resources to be financially responsible for any self-insured retention of our workers compensation policy?"
