Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on the day prior to the bid opening.

Plan Sheet / Specification Reference=

(1)"Asphalt-Rubber Seal Coat" sheet X1 of the Typical Cross Sections depicts the "Asphalt-Rubber Seal Coat" as being a membrane layer between the existing cold planed surface course and the new .20' Type C asphalt overlay.
(2)Summary of Quantities sheets Q1-Q5 shows some Type C asphalt overlay areas receiving a "Flush Coat" and some not receiving it. The quantities for the Rubberized HMA also reflect gaps in "Flush Coat" coverage.
(3)Under "Flush Coat" Page 71 of the special provisions the following is stated: Flush coat shall be applied to the Asphalt-Rubber Seal Coat immediately after initial brooming of the asphalt-rubber seal coat and removal of excess screenings and prior to opening the lane to uncontrolled (not controlled with pilot cars) public traffic.
(4)Under "Order of Work" Page 27 of the special provisions the following is stated: Wherever final sweeping or brooming of the seal coat surface has been completed, "permanent" traffic stripes and pavement markings shall be completed within 10 days.
(5)Under "Finishing" Page 71 of the special provisions the following is stated: Initial sweeping shall be completed before controlled traffic is permitted on the asphalt-rubber seal coat. Removal of
excess screenings shall be completed before uncontrolled traffic is permitted on the completed asphalt-rubber seal coat. Final sweeping shall be done and loose screenings shall be removed without dislodging the screenings set in the asphalt-rubber binder prior to acceptance.


Question= There seems to be some confusion with regard to the Asphalt-Rubber Seal Coat with screenings. Could Caltrans please clarify if it is a wearing course application, or a membrane course lying between the existing surface and either a Type C or a Rubberized Asphalt Overlay. The summary of quantity sheets does reflect some inconsistencies on the "Flush Coat" application areas. Please clarify if the Flush Coat is even necessary in areas where a Type C or Rubberized asphalt overlay is being placed immediately over it in the same shift?

  • The Asphalt-rubber Seal Coat is a membrane application.  Flush coat will only be required at those locations where the HMA or RHMA will not be laid immediately over the seal coat during the same shift.

Plan Sheet / Specification Reference=Item 15-Asphalt-Rubber Binder Special Provision Section 10-1.19 

Question= The specifications for this project states that the Asphalt-rubber binder shall consist of a mixture of paving asphalt, asphalt modifier, and crumb rubber modifier at specified percentages.  Will Caltrans allow the addition of any other addititives incorporated into the Asphalt-rubber binder, including but not limited to, warm mix additives?
Additionally, will Caltrans allow any modification or change to the Asphalt-rubber binder specified application temperature of 385 degress F to 415 degrees F to the roadway?

  • Please bid per the current contract documents. The Department will not allow the use of any other additives including warm mix additives. The application temperatures are clearly specified and no deviation will be allowed.
