all other information furnished to prospective bidders for the purpose
of bidding on the project. The availability or use of information
provided in the responses to bidder' inquiries is not to be construed
in any way as a waiver of the provisions of Section 2-1.03 of the
Standard Specifications or any other provision of the contract, the
plans, Standard Specifications or Special Provisions, nor to excuse the
contractor from full compliance with those contract requirements.
Bidders are cautioned that subsequent responses or contract addenda may
affect or vary a response previously given.
Caltrans District 11 Construction
Department has developed this method of answering Bidder's Inquiries to
better serve the needs of the Contractors who bid on our Projects.
Caltrans District 11 Construction Department will post all of the
questions submitted by any of the contractors that are registered
Planholders for that Contract, but reserves the right to not answer any
questions deemed unsatisfactory for public viewing.
The BIDDER'S
INQUIRIES & RESPONSES will be updated continuously and all attempts
will be made to do the final posting by 15:00 on the day prior to the
bid opening.

Spec page 71, section Base Replacement Layer, first sentence reads "Replace removed base materials with RSC in a separate & distinct operation from replacing concrete pavement". Will the 1.02' RSC Concrete replacement slab require two operations, one to replace the 0.35' of CTB removed & a second to replace the 0.67' slab, OR can the new RSC be installed in one operation 1.02' thick?

Plan Sheet / Specification Reference= Item 8 TEMP SHUTTLE VAN SERVICE. This seems to be intended to shuttle bicycle riders past a potentially temporarily closed shoulder for a distance of approximatley 4 miles with no distinction drawn between a daytime closure and a nighttime closure.
Question= If we acknowledge that virtually all bicyle riders would be travelling this route during daylight hours, we must consider the following: It is true that the shoulder is permitted to be closed during the day time. However, no freeway lanes may be closed during the day time and virtually nothing can be accomplished contributing to the completion of the construction work with only a shoulder closure. Therefore is it extremely unlikely that this shoulder would ever be closed during the day time and equally unlikely that a bicycle rider would need to make use of a shuttle van during a night time closure. However, we can dispense with this discussion if we can acknowledge that the entire purpose of bicycle riding on a route anything like this one is to get some healthful exercise and enjoy the rustic scenery by developing a temporary, well-signed detour on non-freeway roads that would carry the riders past this reach of freeway in safety and comfort with the addition of a paltry 5.7 miles to what must surely be a planned ride involving many multiples of that distance. This eastbound detour would start at at the town of Alpine by taking the Tavern Road off ramp, travelling south to Japatul Road, thence southeasterly to Japatul Valley Road, thence northeasterly to rejoin interstate 8. This detour would cost the taxpayers absolutely ZERO!

Reference= ITEMS 12 & 15, COLD PLANE AC PAVE, FURN & PLACE HMA.The typical sections, and the Q sheets, depict consistent widths of shoulders: 8' inside, 10' outside. From a site visit, it is apparent that there are substantial portions of the project where the existing shoulders are not as shown. Some of the inside shoulder is only about 5' wide, and portions of the outside shoulder is greater than 10' wide. Question= What work will be done at locations where the shoulders vary from the widths shown on the typical sections? If the plan is to only perform the milling and paving on the 10' of shoulder, the operation is quite different than it would be if the entire width of shoulder is to be treated. Cold planing and paving beyond the 10' width shown on the outside shoulder would involve a separate operation to cold plane and reconstruct the variable cross fall for the high side of super ditches and the variable widths that exist in the field.
