Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Plan Sheet / Specification Reference= Item 12, HMAC, special provisions section 10-1.20

Question= Item 12, HMAC, special provisions section 10-1.20 states that the material will be governed by section 39 "Standard Process" that involves the JMF, mix approval, and verification procedure. The section also states that the "aggregate...must comply with the 3/8 inch grading".  It is common knowledge that there is no approved and verified mix design for 3/8 inch aggregate in the entire state of California.  It is not known if it physically possible to produce a 3/8 inch mix that will meet the quality requirements of section 39.  There are, however, approved mix designs with 1/2 inch aggregate.

Why don't you specify a product that can be manufactured and design the project to perform with that product?

Plan Sheet / Specification Reference= Items 21 & 22, 4" and 8" two component paint traffic stripe.

Question=We are advised that NONE of the many striping and marking companies operating in southern California are equipped to apply this material. The closest known applicator of this material is based in Nevada. We further understand that the advantage of this material is high performance under extremely low temperatures. Given these two factors, why complicate an otherwise fairly routine rehabilitation project in sunny San Diego, with a fairly tight time schedule, with an experiment in relatively exotic materials and methods? If the district wants to conduct a test of some interesting new fancy product, set up a test program separate from a public, competitive bid construction project.

Plan Sheet / Specification Reference= ITEMS 8 & 12. The SUMMARY OF QUANTITIES SHEET Q-1 (12 OF 18), under "ROADWAY QUANTITIES", tabulates quantities of "RAMP PAVED AREA". There are no plan layout sheets, typical sections, or construction details applicable to any work of any kind on any ramps.

Question=Is there work contemplated for any ramps? If so, what is the nature and extent of this work.


  •   Ramps will be paved only up to the gore area . The work consist of 0.1' cold planing and filling back the same amount HMA on ramp shoulders and traveled area.

Plan Sheet / Specification Reference= SPECIAL PROVISIONS SECTION 5-1.09, SUPPLEMENTAL PROJECT INFORMATION.  There is a chart indicating that there is information "AVAILABALE FOR INSPECTION AT THE DISTRICT OFFICE" regarding "TEMPORARY STAGING FACILITY".

Question= How do I make arrangements to inspect this information?
