has developed this method of answering Bidder's Inquiries to better
serve
the needs of the Contractors who bid on our Projects. Caltrans District
11 Construction Department will post all of the questions submitted by
any of the contractors that are registered Planholders for that
Contract,
but reserves the right to not answer any questions deemed
unsatisfactory
for public viewing.

10-1.02, "MATERIAL CONTAINING AERIALLY DEPOSITED LEAD", and section
10-1.24 "EARTHWORK" Question= A careful reading of the referenced special provisions sections leads one to believe that there is roadway excavation containing aerially deposited lead within the project limits and that material is to remain on site and that there is surplus excavated material that becomes the property of the contractor and shall be disposed of off-site. There are no cross-sections available to the contractor, there are no test data regarding lead content of the road excavation material by location and dimension, there is no information regarding where ADL roadway excavation may be placed. How is the contractor to determine how much material contains ADL and is placed on-site where, and how much material does not contain lead and is to be hauled off site?

Plan Sheet / Specification Reference=Reference is made previous question No. 6 dated 8/21/09, and the answer dated 9/16/09. Question=The answer provided as referenced above is totally inadequate. The information referenced in the answer (10 volumes of soils investigation)relates to the exploration of the existing condition only. The referenced soils investigation reports make recommendations that the ADL be placed in embankment and covered with pavement or one foot of clean dirt. The soils investigation reports are not contract documents. The contract documents provide no guidance whatsoever regarding the quantification and/or disposition of ADL dirt. There is nothing to indicate that there is any embankment to be built on this contract. There is no direction in the contract documents regarding placement of ADL dirt under any pavement or other improvement. The original question stands: How is the contractor to determine how much material contains ADL and is placed on-site where, and how much material does not contain ADL and is to be hauled off site? Other projects in this district have provided explicit direction regarding the various methods of encapsulating the ADL in the finished work. These project documents must provide the same explicit direction.
