The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Plan Sheet / Specification Reference= Items 47 through 51, Plan sheet # 55 of 93.

Question= The referenced plan sheets provides the contractor with the sprinkler schedule. Within the legend in the next to last column (from left to right) is the designation for sprinkler protector (type). Note that an entry has been placed next to each head type from A-6 through B-4 (all heads are shown to be 12" pop-ups), which would seem to indicate that all of these heads are to receive a concrete sprinkler protector. Is this correct, or:
should only the gear driven sprinklers with the sqaure symbol receive them (A-6 through A-12, and should types B have included note 5 in that column. The Special Provisions referenced by note 1 in that column contain no information on this subject. It is also not contained within the Standard Specifications.

  • All 12" pop-up sprinklers receive a concrete protector.

Plan Sheet / Specification Reference= Item # 25 and #26, Maintain existing plants and Plant Establishment, Special provision page numbers 1, 2 and 79.

Question= Since this project incorporates both State and Federal Prevailing Wages, based on evident current ongoing projects with Caltrans, what laborer classification is Caltrans now authorizing for use with the Plant Establishment/Maintain existing plants bid items?

How is this labor audited to assure compliance?

  • On this federal-aid project the classifications of Landscape/Irrigation Laborer (determined by the California Department of Industrial Relations) in comparison to Laborer Group 1- Landscape Laborer (determined by the US Department of Labor) and Landscape/Irrigation Fitter can be used during the plant establishment period. If the prevailing wage rates for similar State and Federal classifications differ, the contractor and subcontractors must pay the higher wage rate. Apprentices for these classifications can also be used, and must be utilized in the appropriate ratio of journeyman to apprentices. Also, see Page 2 of the contract Special Provisions.

 

  • Audits are conducted in accordance with the Department's approved Labor Compliance Program, which conforms to all applicable State and Federal laws, and more specifically, Section 16432 of the California Code of Regulations.

Question= All sprinklers except the type C-2 sprinklers are identified to be 12" pop-up. Is this correct, or should those that are located away from the traveled right-of-way be sprinklers on risers?

If it should be decided that only those sprinklers next to the traveled right-of-way will be 12" pop-up, please revise/clarify the riser and swing joint requirements for sprinklers on risers as is called out for the type C-2 sprinklers.

  • The type C-2 sprinklers are not 12" pop-ups.

Question= What is the liquidated damages amount for this project, can't seem to find it under special provisions or General.

  • LD.'s are in the amendment to Section 8-1.07, "Liquidated Damages," of the 2006 Standard
    Specifications which includes standard LDs amounts for projects $250 million or less.
    See pages 78 and 79 of 287.
