Should this be changed to M2?

• Per Section 15-2.06 of the Standard Specifications either method is allowable, therefor it shall be measured by the M.

In what method will the additional phases be provided? Will they be considered as an "ordered change" per Section 4-1.03 of the Standard Specifications?

Is there any geotechnical information available?

• Yes, it has been uploaded today - see link above.

Please provide details to sizes, locations. There is no way to project a cost with the data supplied by Caltrans at this time.

PARAGRAPH 2 STATES: The Contractor shall remove the top 0.6 meter of existing soil within the roadbed prism.  The next 0.3 meter shall be scarified, moisturized, and compacted to 90 percent. After the 0.3 meter has been compacted to 90 percent the Contractor shall replace the 0.6 meter and compact in accordance with Section 19-5...

Is any of this removal, scarification, etc. to be measured and paid as roadway excavation?

• The 0.6 M of removal is included in the roadway excavation item quantity, the compaction as required per Section 10-1.33 of the Special Provisions is included as defined in Section 19-5.06 PAYMENT of the Standard Specifications. 

PARAGRAPH 6 STATES: At the location and to the limits shown on the plans, expansive soil materials shall not be placed as part of the embankment for the full width of the embankment. 
Expansive soil = EI greater than 50 or a sand equivalent less than 20.

Where are these locations and limits shown on the plans?

There are typical sections for the "WESTBOUND NORTH CONNECTOR" and the "EASTBOUND NORTH CONNECTOR".  What about the SOUTH CONNECTORS?

There is no accounting for the quantities involved in the Structural Section for the any of the temporary connectors on the "Q" sheets.  Are the quantities involved in the structural section of the temporary connectors to be measured and paid?

• Yes, the temporary connector quantities as shown on sheet 71 of 180 DETOUR DE-2 are included in the "SVR", "SV3" and "SV4".

We request that the Bid Opening be revised to a later date, preferably a minimum of one week, September 26, 2002 to provide time between bids in Districts 4, 8 & 11.
Because the 905 project is a "Design Sequencing Contract", additional effort and time is required for developing an Estimate. The design portion in conjunction with the normal quantifying and estimating function's increases the work effort by approximately 30%. 
Please assist us by revising and sequencing these Bid openings so that we may assist you with complete and accurate estimates for your projects.

Which is correct and if the stationing is correct please provide design height for the missing wall section.

How do you expect the contractor to erect falsework using a chart that can only be used for falsework removal. Also considering that the Border is closed every night from 10 pm until 6am, and why do you limit the charts use to four times only? 

• Chart No. 8 shall be revised by CCO to allow use for erection of the falsework and the maximum times shall be deleted. 

The Traffic openings of 19.5 M SB & 16.8 M NB do not match the traffic configuration shown on the stage drawing. The stage drawing show two lanes of traffic for the Northbound and Southbound direction this would be 3.6 + 3.6 + 2.5 for a shoulder = 9.7 M . Why do the special provision require a different dimension ? 
Do we build in accordance with the staging drawings or the special provisions.

• The Special Provisions prevail in accordance with Section 5-1.04 COORDINATION AND INTERPRETATION OF PLANS, STANDARD SPECIFICATIONS, AND SPECIAL PROVISIONS of the Standard Specifications. A CRIP may be proposed to allow for a narrower width in accordance with Section 5-1.019 COST REDUCTION INCENTIVE of the Special Provisions.

The relocated palm trees will require watering for the maintenance period.  Will it possible for the contractor to utilize existing state owned irrigation facilities as a source of water at the destination sites?

• Yes, the State shall be responsible for the source of water at the destination. 

Do the contract documents REQUIRE the stripping and disposal of 0.15M of material from the entire surface of the project, or is this an estimate and an attempt to provide for the possibility of such loss of earth materials with sufficient borrow quantity allowed?

Which pages govern the construction of the minor boxes.  Sheets D-7 thru D-16 have different boxes than the summary sheets D-23 thru D-26. Section shown on sheet D-20 reference DU 5k.  Sheet D-13 calls DU 5k to be a G-2.

• In accordance with Section 5-1.04 COORDINATION AND INTERPRETATION OF PLANS, STANDARD SPECIFICATIONS, AND SPECIAL PROVISIONS of the Standard Specifications the information shown on the DRAINAGE PROFILE sheets prevail over the information shown on the DRAINAGE SUMMARY sheets.

States dowels shall be placed as shown on the plans.
Are transverse dowels required in the shoulders?

• Yes transverse dowels are required in the shoulders as shown on contract plan sheet 131 of 180 - Revised Standard Plan RSP A35B.

Adding up these quantities with the quantity for clear and grub is 104,156 M3. There seems to be a bust in the excavation item which has a quantity of 88,800 M3.
Which is correct?

• See Addenda No. 2, the payment for the quantity 15,393 M3 is included in Item 34: CLEARING AND GRUBBING. 

In sub-paragraph A of the above referenced section there is a requirement for server systems with dual Pentium IV processors.  Pentium IV processors will not function in a dual processor system.  If you put two P4 processors in a system, the second chip will be ignored.  The fastest processor available that will function in a dual processor system is the Pentium III 1.4 GHz chip.  Will this be acceptable?

• The specification for sub-paragraph A states:"....., or equal." therefore an alternative equal processor system is acceptable. 

Why three different groupings for the palm trees? 

Are they different species?

If they are which species goes with what plant group? 

How many at what size in each plant group?

How do we come up with a legitimate price for these items?

Page 202 of the Special Provisions lists several thousand plants in (9) nine different plant groups. Sheet # 94 (HP-1 PLANT LIST) also refers to the same plant items but lack the botanical name or common name for the plant type. Please advise if this will be addressed by addendum.

The takeoff qty for the wall is approximately twice the "final pay" quantity on a normal job we would bid take takeoff with little concern. With the current bid format however, is this item really final pay in that the design is not final nor the plans signed? Please advise.

• Agreed the actual quantity is approximately twice the pay quantity but it is FINAL PAY. So, regardless of the method of bid process or unsigned plans the Standard Specifications still prevails in regard to final pay items, therefore the determination of actual quantity can be obtained based on the plan sheets and the quantity listed shall be used for payment in accordance with Section 9-1.015 FINAL PAY ITEMS.
