Question= Stage Construction Plans - Stage 5B, Sheets SC-78 and SC-79.  There appears to be missing sheets as the stationing on SC-78 ends @ approx Sta 250 but starts @ approximately Sta 275 on Sheet SC-79.  The quantity sheets indicate the easterly K-Rail runs continuously through the missing sheets/stations.  Please confirm.

• Easterly K-Rail does run continuously between stations 249+80 "SD-15M" and 274+60 "SD-15M" and quantities are correct.  For K-rail placement in this area please refer to Section A-A on sheet SC78

Question= Where does this system show up on the drawings?

• Booster Pump (BP) location is shown on sheet IP-7. Booster Pump Detail sheets will be included as part of the Phase II delivery. Bid per description included in Special Provisions Section 10-3.37

Question= We strongly urge to remove this requirement because it will put the life of workers in jeopardy
It is Northwest Pipe internal policy that during the pressure testing the employees not to walk next to or inspect pipe . Please consult OSHA regulations and advise.

• Hydrostatic testing of pipe shall be per  AWWA C200; Section 5.2 "Test Procedures" requirements.

Question= Are we allowed at the manufacturing facility to handle the pipes larger than 9 meters with the forklift?
It is impractical to use a spreader bar to move the pipe around the manufacturing facility and in your specification it is unclear to where spreader bars to be used

• The requirement to use a spreader beam  for pipe sections 9 meters or longer applies to pipe handling and installation during construction, not for pipe handling during pipe fabrication.

Question= We are asking to change the bare tapewrap coating with polyurethane paint per AWWA C222 standard.
We do not recommend bare tapewrap inside bridge girder. The tape will be destroyed during installation.

Question= We do not recommend field lining of the 400 mm steel pipe.
Please review and advise.

Question= Please allow spiral wire as reinforcement for the straight lengths of pipe as allowed on AWWA C205 paragraph 4.5.5.1.
Pieces of wire fabric are used for reinforcement only for fittings, when spiral ribbon wire can not be applied.
It is impossible to bend the fabric on diameters smaller than 600 mm and for 900 mm diameters is impossible to have it centered on the 32mm of coating.

• Welded wire fabric reinforcement or continuous wire reinforcement per AWWA C205 is acceptable for this project.

Question= Please clarify the thickness for Cement Mortar Coating required on the welded steel pipe.

• Cement-Mortar coatings shall be applied as per bid documents according to size of pipe and surface to be applied on. 
  

Question= If you can issue an addendum on May 14, 2008 giving the Caltrans TWO MONTHS to make any changes that were desired, how can you issue a major addendum that adds to, and changes the scope of work and allow the bidding contractors barely TWO WEEKS to analyze these changes before the bid date?  This is basically a five year job, that cannot be awarded until the state budget is approved (sometime in August, we understand) so what is the point in rushing the bidding preparation process?  WE REQUEST A POSTPONEMENT OF THE BID DATE OF AT LEAST TWO WEEKS!

Question= Can the SCI100GM (Smart Cushion) be used instead of the React 9CBB? Can it be bid as an equal, or will it be expected as a post bid C.R.I.P. ?

Question= Current satging in conctract documents have very restricted access for work to be performed in Stage 2A & 2B for Abutment 1 work.  What is the allowable equipment loads that would be acceptable for palcing equipment on the Carroll Canyon Bridge deck for Abutment #1 work, prior to the removal of that section of existing bridge?

• Refer to the Standard Specifications, Section 51 "Concrete Structures," subsection 51-1.11 "Construction Methods"

Question= Section 10-1.51, Materials, Third paragraph, reads "The aggregate for HMA Type A must comply with the 12.5 mm grading".  Is the 12.5 mm aggregate to be used for all HMA Asphalt as it reads, or only for the mix to be used for the dike?  Please clarify if this should read 19 mm aggregate
for HMA Type A, except HMA to be used for dikes.

• Section 10-1.51 Hot Mix Asphalt, MATERIALS, third paragraph shall read:  "The aggregate for HMA Type A must comply with the 19 mm grading."

Question= How does the State propose the contractor install "element a" of Drainage unit #22 accross 4 lanes of live freeway traffic 2.4 meters deep without diverting traffic off of the work area for a prescribed amount of time or specifying some sort of Bore? Please give us some incite into what the designer may have had in mind for this work. You have designed this element to be Alt. Pipe. Are you sure you want to allow plastic pipe in this configuration. 

• Per Plan Sheet DQ-1 (Sheet No. 249) "ALTERNATIVE PIPE - ALLOWABLE PIPE MATERIAL & PROTECTION" Table, only RCP may be used under traveled way. Bid as per current contract documents.
  

Question= Plan sheet 865 exhibits limits of payment for structure backfill (SP Wall) above and in front of lagging.  The specials state that structure backfill (SP Wall) is behind lagging.  Please clarify limits of structure backfill with respect to lagging.  Is drainage behind lagging paid under item 68, 158 or other (see specials section 10.137 "measurement and payment")?

• Refer to the Special Provisions, Section 10-1.37, "Earthwork," subsection "Measurement and Payment."
  For payment of structure backfill, refer to the first paragraph:  
  "If structure excavation or structure backfill for bridges is not otherwise designated by type and payment for the structure excavation or structure backfill has not otherwise been provided for in the Standard Specifications or these special provisions, the structure excavation or structure backfill will be measured and paid for as structure excavation (bridge) or structure backfill (bridge), respectively."
  
  For payment of the geocomposite drain, refer to the last paragraph:
  "Except for structure approach slabs, full compensation for geocomposite drain, including, filter fabric, treated permeable base, and plastic pipe, shall be considered as included in the contract price paid for the various types of structure backfill involved and no additional compensation will be allowed therefor."
  
  

Question= Sheet X-9 of Addendum 2 added 45mm cold plane/45mm HMA-A overlay on the 56SON and SD-15M Lines from Sta 315+40 to 320+25.  Please clarify the following in regards to this added work:
1.  Which lane closure chart is to be used for this work?
2.  In which stage is this work to be perfomed?

• Lane Closure Charts are provided in the Special Provisions for the closure of HOV and Managed Lanes.
  As per Addendum #2 Order of Work, this work shall be completed prior to installing guide wire for the movable barrier. Bid as per current contract documents.
  
  (Please note typo on Addendum #2 write up within Order of Work Section, it reads "guide qire" instead it should read "guide wire")     
  

Question= Could you please clarify, and or explain, the chart on Page 56 of Addenda #2.  It appears, according to your chart, that the contractor will receive "Reduced Payment" by achieving maximum in-place asphalt densities greater than 97%.

Also, what happens to payment factors when in-place asphalt densities fall between 91.1% and 96.9% of maximum theoretical density?

Should there not be a bonus payment, for densities achieved above the minimum reduced payment requirements, since there is a penalty for not achieving the minimums?

• Please refer to Section 10-1.51 "Hot Mix Asphalt" (Pg 299) of the Special Provisions, and Addendum #2 Section 39 "Hot Mix Asphalt".
         

Question= Please clarify what Bid Item 136 applies to.  Does it apply to the shotcrete facing over the 1.5 M CIDH at Abutment 1 of Carroll Canyon Rd., the initial shotcrete facing on RW 250L or both?

Question= What is the thickness of cement mortar coating over the tape wrapped pipe?
Is 24.8mm or 32mm? Drawing UD-8, detail 3 shows 32mm and Specification 10-4.87 asks for 25.4mm
