Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 1500 on Wednesday prior to the Thursday bid opening and 1500 on Thursday prior to the Friday bid opening.

Question=The Notice to Contractors specifies 04/25/2008 for bid opening which falls on a Friday.  Is the State really opening bids on a Friday or was this a mistake?

  • The bid opening date is correct.  The bids will be opened on 04/25/2008 at 2 PM.  The State is bid opening some contracts on Fridays to reduce the number of contracts bid opening on Thursdays in Irvine.

This work includes producing and placing hot mix asphalt (HMA) Type A using the standard process.Comply with Section 39, "Hot Mix Asphalt," of the Standard Specifications.

Question = Is there any moisture susceptibility (moisture damage) requirement for this project? Is TSR testing required (if it is, what the required TSR value is?)?
If there is any required TSR value for this project, does it also apply to rubberized hot mix asphalt-Gap Graded?
  • Per Section 39-2 Standard "If HMA Type A, Type B, RHMA-G, or OGFC is specified as Standard, construct it under Section 39-1, "General," this Section 39-2, "Standard," and Section 39-5, "Measurement and Payment." Please refer to these sections for quality requirements.
  • TSR values are not required on this project.

 Plan Sheet / Specification Reference= Bid Item #17 = Spec Section 10-1.20

Question = The specs state that "The aggregate for RHMA-G shall comply with the 1/2" grading".  This contradicts the Revised Section 39 guidelines which say that the maximum aggregate size should 1/3 of the mat thickness in this case a maximum of 3/8".  Please clarify.

  • 1/2" maximum aggregate size for the RHMA-G is an nSSP, that is approved specifically for this contract.
