Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Question= 1.  Is there a point elevation grid diagram for each lanes (both the existing and proposed grades)?  We believe this is needed to determined cuts and fills for cold planing and proposed asphalt final grades.

  • Above X-SECTION link Should provide adequate information for doing take-offs and calculating quantities.

2.  What is the State's surveying scope of work to insure grade control?

  • Caltrans Surveys would be available to provide survey stakes reflecting offsets, elevations and grade breaks across the roadway, upon contractor's request.

Question= Would it not be a better idea, to cold plane and install temporary delineation to all areas first, and then, in a separate operation (not in the same shift), repave those areas requiring asphalt concrete overlay?

  • In accordance to section 10-1.20 EXISTING HIGHWAY FACILITIES, COLD PLANE ASPHALT CONCRETE PAVEMENT (Page 62) of the Special Provisions "The Contractor shall schedule paving operations so that cold planed areas are paved with hot mix asphalt within the same work shift."

Question=1) A. The Design Study Cross-Sections show only a finish elevation point at EP and ETW. Reduced scale of these drawings and the heavy line weight make it difficult at best to quantify what the anticipated variable milling and overlay will be. Will CalTrans be unable to provide any pre-existing grade information for the referenced points on the cross-sections?

  • Please refer to the Profile sheets of the contract plans and the X-SECTIONS link above for information.

B. How will CalTrans Survey provide grade information across the roadway?

  • Please refer to the response to question No. 2 part 2.

Will this work require traffic control by the Contractor?

  • No.

If so, how will payment be made? Which Traffic Charts will CalTrans use?

2) A. As this project is a continual maintenance project for the settling roadway, is it justifiable to incur the added cost of material coring and testing specified in the Amended Section 39 Specifications?

  • Yes.

B. Does CalTrans intend to enforce Section 39-1.12 "Smoothness" of the Amended Specifications?

  • Yes.

Question= The Special Provisions specify this project falls under the Standard Specifications dated 2006. Will the testing and mix design requirements of the HMA be the same as in the 2006 Section 39?

  • The 2006 Standard Specifications are to be used with the updates to section 39 as inlcuded in the SSPs.

Will Caltrans determine the asphalt OBC?

  • OBC to be determined by Section 39 included in the SSP.

If RAP is used in the HMA, what specific testing procedules will Caltrans require for mix design and production?

  • The Section 39 included in the SSP's will govern the use of RAP.

Will there be a TSR requirement for the HMA?

  • CT 371 is required only for QC/QA ptojects.
