Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Plan Sheet / Specification Reference= Plan Sheet 5,6 & 7 , SR-56 & I-15 interchange & surrounding area, interchange zone.

Question= This area has had a considerable amount of rock generated in both the past and present. Much of it was buried on-site. Does Caltrans have information as to the depth of cover over this rock?

  • We have no specific information as to how much cover we have in any one given area.

Question= Plans show C-2 but no trees or plans are shown on the corresponding planting pages , is that a specific system?

  • It's on sheet 12 the irrigation sheet I2 shows a bubbler line, planting sheet B2 doesn't show any corresponding trees.I talked to design and I said planting was eliminated. You'll notice the south end of the job is where the hydro seeding is going to be staged in the future. Those trees were eliminated and irrigation was not taken out of the plans. So a change order would be issued to eliminate that system. So that would be an adjustment of compensation on the pipe and an adjustment item for the sprinklers and a valve.

Question= Is this to be a lump sum contract or will unit prices be applied to field measured quantities?

  • Both methods will be utilized on the contract depending on the item of work. Please refer to the Special Provisions for method of payment.

Question= Is there a good faith effort REQUIRED and what type of documentation are we to provide demonstrating our efforts? Is the successful bidder REQUIRED to have a percentage of work performed by a SBE subcontractor or supplier?

  •    The Department encourages the use of Disadvantaged Business Enterprises; however, there is no set goal for this project.    

    2-1.03 of the Special Provisions states that the Department has established an overall 25% Small Business Enterprise participation goal, which will be tracked.  There is no specific goal for the project, nor is a good faith effort required. 

    Participation forms for both DBE and SBE must be executed and submitted by the successful bidder even if these businesses are not being reported.

Plan Sheet / Specification Reference= Bid Item #59, Sheets IP-5, IP-6, IP-7, and LD-5.

Question= The "Irrigation Crossover" table on sheet LD-5 indicates the location of 200 MM WSP crossovers. Sheet IP-5 does not show an irrigation crossover as indicated on the table. Please verify if there is in fact a crossover to be installed at the station indicated (56M, station 162+95).

  • The crossover at Station 162+95 will be eliminated and the Contract Item #59 will be reduced by change order.
