The surplus soil shall not be disposed of outside the highway right of way." The cross sections and quantity summary do not indicate that there is ANY roadway embankment in which to place the leaded dirt. Question=Where is the leaded dirt located? How does one leave the leaded dirt in the area of soil disturbance if there is no embankment to be constructed?

Reference=Special provisions section 10-1.03 WPCP and Special Provisions section 10-1.16 CLOSURE REQUIREMENTS AND CONDITIONS Question=This is an "A + B" job, so time is of the essence. There is a maximum of 120 days allowed for construction, with a daily multiplier of $14,100. However, the provisions of section 10-1.03, (WPCP) allow the Resident Engineer 15 days to review the WPCP submittal and unlimited to the time to review any necessary corrections and total discretion as to any impact on the progress of the job. With $14,100 per day hanging in the balance, these vague definitions of time durations and sequencing are unreasonable. In the matter of section 10-1.16, (CLOSURES), there is a requirement that closures necessary to perform the work planned under this contract shall be submitted not less than 25 days before the anticipated date of operation. As there is virtually no work that can be done without such a closure, this could add 25 days (or $352,500)to the job. Further adding to the concern in this area, the time intervals between bid date, award date, and approval date are undefined, totally within the discretion of Caltrans, and are currently unpredictable. All combined, these conditions seem inconsistent with the "fast-trak" philosopy.
