Plan Sheet / Specification Reference= Fiber Optic Communications System for the Construct New Freeway Project #11-09184.  the Electrical drawings E-1 through E12 and E-17, E-18 have a note at the top – “ 1 – Lighting and sign illumination, lighting (city street), and F/O communications system IS PART OF THE PROJECT PLANS PHASE III.”

Question= 1.    What does this mean? “PHASE III” part of project.
2.    What is included as total Fiber Communications System for this project?   Conduit pathway, Fiber Cabling, Connections as a complete operating network. Drawings show pathway and indicate fiber type and count.  Interface equipment is shown / indicated in Camera System areas.
3.    Is this portion of the bid (Fiber Optic Communications System) responsible for complete Fiber Optic Communications design? It obviously ties into the camera system. I do not see a breakout of this in the costing schedule.

  • 1. These plans belong to Phase III as described under "SECTION 1  SPECIFICATIONS AND PLANS" which     states:
Phase III shall consist of the following work:

Pavement Delineation Plans
Sign Plans/Quantities
Sign Detail
Signals, Lighting and Electrical Systems
Complete design of Phase III, including final plans for Phase III, will be provided to the Contractor within 120 days after approval of the contract.
The issuance of Phases II and III shall be by change order in conformance with Section 4, "Scope of Work," of the Standard Specifications.
Project plan sheets marked, "Preliminary for Bidding Purposes Only," shall not be considered complete as to the design.  These plan sheets are provided only to show the scope of the work to be performed, and shall only be used for the purpose of bid preparation.
  • 2. The system includes only what is listed in the Special Provisions under the Cost Breakdown table.
  • 3. The Final phase III plans will show the complete design using the items shown in the cost breakdown table.

Question= The structural section for "AD2" calls for 165 mm DGAC.  What is DGAC and where is paid for? The structural sections also calls for 300 mm Class 5 AS.  Please provide the gradation requirements for the Class 5 AS per section 25-1.02C of the Standard Specifications.

  • Due to the Design Sequensing nature of this project, the DGAC (Dense Graded Asphalt Concrete) will be reflected as AC Type A and class 5 as class 4, in the deliverables. These are reflected in the Special provisions.

Question= The Working Days listed in the Special Provisions Section 10-1.16 for the various Utility Companies to complete their work does not match the Working Days listed in the Information Handout for the Utility Companies to complete their work.  Which is correct?
  • Both are correct: (Notification Days for Utility + Working Days for Utility) = Working Days for Contract

Question= There is no mention of gravel blanket in the Specials and I am unable to locate any on the Plan Sheets. Please provide the location of gravel blanket on the plans along with a typical section drawing and a Special Provision section describing the blanket and method of payment.

Question= Embankment total shown on sheets P1-P37 is 631962 M3. My estimate of the Foundation Treatment shown on sheet 148 is 100,000 M3 for a total Rdwy Exc of 731962 Bid Item 48 is 1,310,000 M3.
Does the Bid Qty for  Item 48 Rdwy Exc include quatities not included on sheets 69-105 plus Foundation Treatment shown on sheet 148? If so where do I find it?

Question= This section explians that meeting the goal for the DBE particiapation or demonstrating, to the satisfaction of the Department, adequate good faith efforts to do so is a condition of being eligible
for award of contract.  I believe that Caltrans is still under a RACE NEUTRAL bid practice until the Federal Government approves the disparity study.  Does the contractor need to meet the goal or complete a good faith effort to do so?

Based on a site visit, it appears that there is a large embankment in existence at this time that closely resembles the mew embankment to be constructed shown on the plans.

Question= Is there an additional embankment to be constructed requiring 350,000 M3 of "SELECT MATERIAL", or is all or part of the planned embankment already in existence, with the resultant serious impact on the potential for surplus material, which is the contractors' responsibility according to the specifications.

  • The proposed 350,000 M3 refered to on page 694 of the plans is for the construction of "A3" as shown on page 257.

  • Post award and approval of the contract, a no cost change order will be issued to eliminate the "Vegetable growth from clearing and grubbing operations may be disposed of in embankments in conformance with the provisions in "EARTHWORK" clause from SECTION 10-1.32 "CLEARING AND GRUBBING", of the Special Provisions for this contract. Therefore, disposal of vegetations in the embankment will not be allowed.

Question= Per section 10-1.20, page 230 of the special provisions, La Media UC requires two 15.9 meter False-work roadway openings and one 1.52 meter pedestrian opening during construction. However, per the construction staging plans, pages 543 and 544, construction of NB La Media will occur during stage 1. Upon the completion of stage 1, stage 2 requires the construction of SB La Media Blvd, the relocation of all roadway utilities and the construction of La Media UC simultaneously. It is also indicated on page 566 that there will be a two lanes and one shoulder opening in stage 2 and page 569 shows the South Bound lane of La Media closed during stage 2a. At no time will there be the required 15.9 meters of roadway in both directions to accommodate the required False-work openings. Please review this information and provide the suitable False-work openings for the correct staging of the La Media UC.

  • In accordance to Section 5-1.04 of the Standard Specifications, Special Provisions govern over the plans. Please bid per the current contract documents.

Question= In past projects it has been Caltrans preference to allow the use of 100% RECYCLE Class 4 Aggregate Subbase and 100% RECYCLE Class 2 Aggregate Base.  This was accomplished by adding language to the special provisions to change the wording in the Standard Specifications Section
25 and 26, respectively, that only allows 50% RECYCLE product to be used.  Please review and clarify if the intent of the specification is to require the use of at least 50% virgin aggregate.

  • Please refer to Section 25, "AGGREGATE SUBBASES", and Section 26, "AGGREGATE BASE",  of the AMENDMENTS TO JULY 1999 STANDARD SPECIFICATIONS in the Special Provisions.

Question= It appears you are missing multiple sheets for the overhead sign structures.  There should be 11 Truss structures and 9 Lightweight Structures per the summary on sheets 666-667 and per the weight on the bid schedule yet we only have drawings for 8 truss structures and 2 lightweight structures.  Also the pages we do have for the bridge truss structures are incomplete.  They do not give post types, post heights, sign placement etc... which is necessary for bidding (sign 17 bridge truss does give this info. but the rest do not).

Please correct these the plans and specifications to allow the construction of this bridge.

Question= 1. What is the coating you want on the steel pipe?
2. What is the governing specification for the welded steel pipe: Otay Water District Specification or the one on page 457?
3. Please review and advise on page 440: "The Contractor shall place 50 mm x 100 mm 18 gage wire mesh reinforcement all around" - It is impossible to have wire mesh for pipes smaller than 30"
4. Please review and advise on page 439:  "The wall thickness tolerances for steel pipe 300 mm diameter and larger shall be governed by the requirements of the ASTM specifications to which the plates or sheets are ordered, but in no case shall the thickness be less than 6.35 mm or as directed by the Engineer.
This contradicts the ASTM specifications (for 6.35mm or 0.25in steel coil we have 0.25 nominal with a ASTM negative tolerance) Can not find steel coils with a min. 6.35 mm, only with a nominal 6.35mm.

Question= We are unable to get an unqualified quote from any CMLC supplier that would guarantee to provide 100% "domestic Buy America" steel in the production of their CMLC pipe product. Will CalTrans waive the "Buy America" requirement for this particular material?
