Plan Sheet / Specification Reference= Plan Sheet #559, 577 - 579, and Specification Section 10-1.39 Earth Retaining Structures; snetence beginning "The architectural features ..............on the plans."

Question= Plan sheet 569 calls out a cobblestone finish for the panels. Plan sheets 577- 579 detail a raised surface detail.

1. What finish does the owner erquire?
  • The Architectural Treatment (Cobblestone Texture) under the Quantities heading on plan sheet 569 refers to the architectural treatment for the concrete barrier located on top of the MSE walls. Please see plan sheet 582 for the location of the Architectural Texture (stained cobblestone) at the concrete barrier.
  • Raised areas of the MSE panels indicated on the plan sheets 577-579 are correctly shown and cobblestone texture is not to be used for these MSE panels. Please refer to Section 10-1.39 Earth Retaining Structures of the Special Provisions for architectural treatment of the MSE panels.

2. Is the cobblestone finish from a particular form liner supplier or is a general statement of appearance such as similar to river rock?

  • The cobblestone finish is not from a particular form liner supplier. For texture specifications, please see Section 10-1.61 Architectural Treatment of the Special Provisions.

Plan Sheet / Specification Reference= Earth work, Imported Borrow, Cross sections.

Question= The Forester creek contractor is stockpiling material on top of the existing embankment located in the 52 alignment, do the avaiable cross sections show this embankment and if not are you going to up the cross sections to reflect these changes.

  • Yes, the Contractor working on the City of Santee’s Contract for improvements to Forester Creek has placed material within the State’s Right of Way between Stations 1256+20 to 1261+02. This material was placed and tested in accordance with Caltrans Section 19 of the Standard Specifications to a 90% Relative Compaction and no addition material will be placed after October 25, 2007. The revised quantities for the Roadway Excavation and Import Borrow Items in Addendum No. 1, dated October 25, 2007, reflect the change to the Original Ground between Stations 1256+20 to 1261+02 for bidding the items listed above. The revised Cross Sections are available for download from the link above dated 10/29/07 and supersede the cross sections between Stations 1256+20 to 1261+02 only. The contractor will be required to do no addition work other than that is already required to prepare Original Ground to accept embankment Material and clear and grubbing as determined by the Engineer. However, the material may be placed outside the line and grade of this Contract's Roadway prism and may generate localized areas of surplus material that should be considered when balancing dirt on this project.

Question= The "Structure List" on sheet 1 of 591, has listed the following structure: No. 6, Fanita Creek (NOT Fanita Drive UC), Bridge  No. 57-1132.  In reviewing all of the contract drawings, I find no details for this structure to be able to quantify it.  Are these details forthcoming, or is this bridge NOT a part of the contract.

The subject of this bridge was brought up in question # 2, but no conctreye answer was given
  • Fanita Creek (Br No. 57-1132) structure is Drainage System No. 12.  The width of the drainage system is wider than 20' thus, a Bridge No. was assigned to it. Please refer to sheet 13, L-6, sheet 99, D-5 and sheet 111, DP-6.

by that cross hatch symbol to be overlaid with asphalt at the same depth as
it is being taken out? And is that amount of asphalt included in the
quantities that were provided?

Also, to allow for a C.J. will permanent pipe, CMP or steel smooth wall, be acceptable to be left in place to a minimum of 5'ft. below the C.J.??

Question= On plan sheet RR-4 catenary phase 1 and RR-4 catenary phase 2 it calls out for certain catenary assemblies to be furnished however if you go to the sheet RR-10 thru RR-12 there are no details for the assemblies. The assemblies in question are 32-1, 32-4, 35-1, 43-2 and 43-4. Can you please provide detail for these assemblies. Also, On Sheet RR-12, in the bill of materials (Schedule) it shows assembly types 3, 6 and 7 however if you look at the details on the same sheet it only displays assembly type 34-1 & 34-2. Please provide detail for other assembly type.

Plan Sheet / Specification Reference=Final Foundation Reommendations MEMORANDUMS...regarding CIDH Rock Sockets

Question= Serveral Memorandum refer to the geotechnical capacity of the CIDH piles based on Friction ONLY!  However, the bottom of the drilled holes is to be cleaned out, INPSECTED AND APPROVED by the engineer, prior to the placment of the drilled reinforcement cage and concrete.

How does the on-site engineer inspect a rock socket bottom and approved when the CIDH is under water?

  • The Special Provisions, Section 10-1.53 "Piling", Subsection "Cast-In-Drilled-Hole Concrete Piles", states: "Cast-in-drilled-hole concrete piling (rock socket) shall consist of drilling or coring sockets in rock to the depths or lengths specified and filling with reinforced concrete in conformance with the details shown on the plans and these special provisions. Cored holes, if used, shall conform to the provisions of Section 49-4.03, "Drilled Holes," of the Standard Specifications."Section 49-4.03 "Drilled Holes,"of the Standard Specifications states:
    The bottom of the drilled hole shall be cleaned just before placing reinforcement or concrete to remove any loose sand, gravel, dirt, and drill cuttings. The field acceptance is subject to Section 5-1.01 "Authority of the Engineer" of the Standard Specifications. Question=Current traffic plans and lanes closures make it very difficult for public saftey and the construction of the 3.0M CIDH piles @ Mission Gorge Rd. UC & Rte. 52/125 Separation. The current amount of working lanes (room) makes it very restirctive for the Large drilling equipment that wil be needed to drill these rock sockets.

At a minimum, Can Traffic Chart #6 (Special Provisions Sheet 238) be applied during the drilling operations on Mission Gorge. Likewise, at SR125 can Traffic Charts 236 & 237 be apply during the CIDH drilling there.

Question= Since rock core breaks are not available, we must assume the rock strengths on this project are derived from the descriptive relative strength words used in the LOTB.  If so, can we expect where granite is described as 'extrememly hard,' the range of possible strengths would be at a minimum 32,000PSI?

  • According to the "Soil and Rock Logging, Classification, and Presentation Manual" dated June 2007, page 70, Rock Hardness with a descriptor "Extremely Hard" used in the Log of Test Borings has the following criteria:
"Specimen cannot be scratched with pocket knife or sharp pick; can only be chipped with repeated heavy hammer blows."

Question= The pile data table identifies a 4M rock socket with top of estimated hard rock at elevation 80.5.  The boring nearest this shaft (Boring B-2 on sheet 502)  identifies top of granite at approximate elevation 93M.  This is a 12.5M elevation difference.  Please confirm that the rock socket bid item unit price will be paid from the top of hard rock actually encountered.  

  • We expect hard rock at the elevations listed in the Pile Data Table.  Any increases or decreases in the quantity of CIDH (Rock Socket) will be determined by the Engineer in the field.  Changes in quantities shall be in conformance with the Standard Specifications, Section 4-1.03B, "Increased or Decreased Quantities."

NOTE 3 REQUIRES ALL CATENARY WORK TO BE DONE UNDER THIS WINDOW. NOTE 5 DISCUSSES THE FALSE WORK. THIS WORK APPEARS TO BE WITH IN THE CAL OSHA REQUIREMENTS OF WORKING CLEARANCES OF ENERGIZED LINES.

2- IF THIS WORK IS TO BE PERFORMED UNDER THIS WINDOW, WHAT ARE THE WORKING HOURS.  TYPICAL CATENARY WORK HOURS IN THIS AREA ARE 12:30AM TO 4:AM EXCLUDING SPECIAL EVENTS (PADRE AND CHARGER GAMES ETC)

    The existing traction power system is rated at 650 V DC nominal. SDTL considers this system "High Voltage." The Contractor’s work shall be performed in accordance with the provisions of SDTL and the "High Voltage" provisions of the
    California Administrative Code. The Contractor shall adapt all equipment and installation methods to this condition, and shall take due precautions against accidents and damage to SDTL equipment, facilities and/or materials. Without exception, all work on or affecting the existing catenary system overhead wires shall be performed with the system fully de-energized. The system will be de-energized only by SDTL personnel under their rules. Full compensation for complying with all the requirements for work on and under an existing, energized LRT system not
    specifically identified and described in the measurement and payment clauses of these special provisions shall be considered as incidental and included in the Contract prices paid for the various related items of work and no additional compensation will be allowed therefore.
