The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

 Plan Sheet / Specification Reference=STAGING PLANS/ TEMP DELINEATION.

Between temp stages shown and final configuration during grinding shouldn't the delineation be placed back to PRE-EXISTING prior to grinding which would double the temp delineation items?

  • Per the staging shown it will be allowed to leave the temporary delineation in place after the removal of k-rail, this would require grinding and delineation to start in the number one lane which leaves a wider lane than normal until you get to the existing configuration.

 Plan Sheet / Specification Reference=STAGING PLANS/ TEMP DELINEATION.

Based on the staging of work shown why is temp. tape required instead of temp. paint? The cost is substantially less and additionally any scars or marks as a result of removing paint would be obliterated by the grinding process.

  • Temporary tape is required by the contract bid item and no substitution will be made at this time. A COST REDUCTION INCENTIVE PROPOSAL should be submitted per Section 5-1.14 of the Standard Specifications. Attention should also be directed to Section 5-1.114 VALUE ANALYSIS of the Special Provisions which sets up a format for the contractor to meet and propose alternative cost savings methods to Caltrans for a CRIP.

  • No, fax only.

Where and how much material should be anticipated that will need handling?

  • Per Section 10-1.02 MATERIAL CONTAINING AERIALLY DEPOSITED LEAD of the Special Provisions states that there is contaminated material NEAR the project, therefore there is no known quantity within the project limits. For bidding of the SOIL HANDLING there is no known quantity nor level of contamination to be included in any items of work.

On page 115 - 4th paragraph from the bottom. How will the item be paid? By the actual in the field or by the plans?

  • Item 34 is not a final pay item therefore any increase or decrease in the quantity based on the dimensions given in the quantity tables shall be handled in accordance with Section 4-1.03 of the Standard Specifications.

Can the k-rail to be used for Item 44 be used for Item 11 prior to it being used for Item 44?

  • No, the requirement is for new k-rail as stated in Section 10-1.40 CONCRETE BARRIER (TYPE K) of the Special Provisions.

Can the k-rail for item 44 be abrasive blasted and painted prior to placing and then have the pins driven, holes patched and paint touched up to match?

  • No, Section 10-1.40 requires that the mortar holes and slots be filled with mortar prior to abrasive blasting.

Are the concrete barrier end supports and barrier closure gap systems to be galvanized and/or painted?

  • Both requirements prevail, to paint per the Special Provisions and to galvanize per Note 2 on CONSTRUCTION DETAILS C-2 (sheet 49 of 112). Any change will be made in accordance with Section 4-1.03 of the Standard Specifications.
