Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered. Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.

 Plan Sheet / Specification Reference=Special Provisions page #112 "CONSTRUCTING LONGITUDINAL ISOLATION JOINTS" and page #113 second para. from top "The contract price paid per meter for seal longitudinal isolation joint........"

There is no contract item for "seal longitudinal isolation joint". Is it required and if so how will it be paid for?
 

  • An item for "SEAL LONGITUDINAL ISOLATION JOINT" was not included in the contract therefore in accordance with Section 4-1.03D EXTRA WORK of the Standard Specifications a Contract Change Order will be provided for payment to perform the work as described in paragraph three of MEASUREMENT AND PAYMENT under Section 10-1.42 CONCRETE PAVEMENT (WITH DOWELED TRANSVERSE WEAKENED PLANE JOINTS) unless an addendum is issued. 
"The contract price paid per meter for seal longitudinal isolation joint shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work involved in sealing longitudinal isolation joints complete in place, including sawing, cleaning and preparing the joints in the concrete pavement, furnishing and installing joint filler material, repairing and patching spalled or raveled sawed joints, and replacing or repairing rejected joints, as shown on the plans, as specified in the Standard Specifications and these special provisions, and as directed by the Engineer."

 Plan Sheet / Specification Reference=Section 10-1.02 WATER POLLUTION CONTROL (STORM WATER POLLUTION PREVENTION PLAN)

How do we include the costs for additional applications, locations or increase in quantity necessary beyond what is shown in the WATER POLLUTION CONTROL PLANS if we cannot include those items in the cost breakdown when there is a contract item for that work?

  • For any temporary water pollution control practice when there is a contract item of work and it is incorporated into the SWPPP and approved by the Engineer the increase in item will be paid in accordance with Section 4-1.03B "Increased or Decreased Quantities" of the Standard Specifications and the Special Provisions section for that item.

IN AREAS WHERE THERE IS SUBSTANTIAL CUT, ARE BORING LOGS AVAILABLE?  THE SPECS DO NOT ADDRESS THIS AND THE LOGS THAT ARE AVAILABLE FOR THE WALLS SHOW WEATHERED
METAVOLCANIC ROCK VERY CLOSE TO THE SURFACE.  IF BLASTING IS REQUIRED, HOW WILL THIS ITEM BE PAID? 

  • See attached "Geotechnical Recommendations for Proposed Type I Wall and Segmental Retaining Wall (SRW) near Carmel Mountain Rd. OC." This is the only additional information available for the project which includes a proposed wall that is not in the plans. The cut areas as shown on the plans were placed as embankment in accordance with the Standard Specifications during the original construction of this area. 
ALSO, IF WE HAVE TO BLAST, WHAT SIZE MATERIAL WILL YOU ALLOW TO BE PLACED IN THE FILL AREAS? 
  • Embankment requirements are as stated in the contract Special Provisions and the Standard Specifications. 
WILL THE STATE ALLOW BROKEN ASPHALT TO BE PLACED INTO FILL AREAS THAT IS REMOVED FROM THE ROADWAY PRISM?
  • Disposal of grindings or broken up asphalt is allowable within the embankment prism of this project since there is no potential for any of the material to pass into a river, stream or lake as designated by the Department of Fish and Game. Placement shall be in accordance with the embankment requirements as stated in the contract Special Provisions and the Standard Specifications.

There is a note requiring a minimum offset of 6.5 M for the CMS conduit, can this conduit be placed in the same trench as the F/O? 

  • In accordance with Section 5-1.019 of the Special Provisions and Section 5-1.14 COST REDUCTION INCENTIVE PROPOSAL of the Standard Specifications a CRIP can be proposed to place the conduit in the same trench as the F/O.
And how will we be paid to maintain the existing CMS?
  • Since there is no item for maintaining the existing CMS and if the new conduit cannot be used to maintain the system then payment will be made in accordance with Section 4-1.03 of the Standard Specifications.
