The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Plan Sheet / Specification Reference=Page 120, Sec 10-1.04 Street Sweeping
paragraph 3 states "Contractor shall maintain sweeper on the project at all
times...".  Clarify if Contractor must keep a sweeper onsite everyday for
duration of project, or if sweeper is required only when current days
operation warrants it's onsite presence.
 

Question=Clarify how Contractor to be paid for footing concrete for
retaining & planter walls.  Quantity (final pay) for item 34, (24 m3),
approx equals the qty for the wall portion only of RW1 & RW3, & does not
include quantity of concrete for the footings for these walls nor the
planter walls.  Quantity (final pay) for item 37, (128 m2), approx = the
quantity for the stem wall area of RW2 & 4, and does not address the
footings.

Question=Also the qty sheets do not include concrete or rebar used in constructing
the steps, under which item are they to be paid under?

Question=Bid item 38, Bar reinforcing Steel (Retaining Wall) is also "Final Pay".
How will rebar used in footings and stairs be paid for?

Question=Page 120, Sec 10-1.04 Street Sweeping, paragraph 3 states "Conctractor shall 
maintain sweepter on the project at all times...". Clarify if Contractor
will be required to keep a sweeper on the site every working day of project,
or if sweeper is required  only when the current days operation warrants
sweepers onsite presence.
 

  • Per section 10-1.04 of the Special Provision the contractor shall maintain one sweeper on the project site at all times in good working conditions during the period that sweeping work is required and as directed by the Engineer (paragraph 1).

Maintaining Traffic

Question=Installation of GT2 Inlet and concrete barrier will require at
least a shoulder closure, and possibly a northbound ramp closure of the RMP2
line.  Special provisions only provide lane closure chart for Camino De La
Plaza.  What will be Road Closure Requirements for northbound onramp @ East
San Ysidro Blvd?
 
 

  • Shoulder closure can be allowed with out a traffic chart.

Plan Sheet / Specification Reference=Item #'s 47 Chain LInk Fence (type ?CL-1.2, Vinyl-Clad) and 48 Chain Link Fence (Type CL-1.8, Vinyl-Clad). 
 

Question=Special Provisions Page 170-171 states that the Chain Link Fence is to conform with section 80, "Fences" of the Standard Specifications, plan Details and these special provisions. However, the Plan Detail "Chainlink Fence (Vinyl Clad)" of Construction Detail C-19 show the chain link fence with Top and Bottom Rail. Can you clarify if the fence will have top and bottom Tension Wire per Section 80, or top and bottom Rail per the Construction Detail C-19. 
 

  • The fence has top and bottom rail per the Construction Detail C-19.
