In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to bidder' inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Question=What wage classification or wage rates  are applicable to the construction portion  of  this project?  Are tenders permitted for landscape/irrigation? What rate classification and wage rates are applicable to plant establishment of this project. Can tenders work alone during the plant establishment  period? What about using apprentice for plant establishment. Please advise.
  • This is a State funded project.  The following classifications can be used.  Laborer/Irrigation Laborer, Landscape/Irrigation Tender, Landscape/Irrigation Fitter, Landscape/Irrigation Tradesman.  In addition, Landscape Operating Engineer can be used.
  • The current rates are as follow:
  • Landscape/Irrigation Laborer    $33.35    Increase of $1.30 an hour beginning Aug 1, 2006,  add'l increase of $1.30 beginning Aug 1, 2007
  • Landscape/Irrigation Tender    $14.17    Increase of $0.40 an hour beginning Aug 1, 2006, add'l increase of $0.46 beginning Aug 1, 2007
  • Ratio:  The first employee on the job shall be a Landscape/Irrigation Laborer.  The second employee may be a Tender.  Thereafter, Tenders may be employed with Landscape/Irrigation Laborers in a 50/50 ratio on each jobsite.  Tenders are allowed to work without a journeyman only during the plant establishment phase of the project.
  • Landscape/Irrigation Fitter    $36.08    Increase of $1.00 an hour beginning July 1, 2006, add'l increase of $1.15 beginning July 1, 2007
  • Landscape/Irrigation Tradesman $14.50 Increase of $0.40 an hour beginning July 1, 2006, add'l increase of $0.46 beginning July 1, 2007
  • Ratio:  Tradesman shall only be used if the 1st worker is a Landscape/Irrigation Fitter; 2nd worker must be a Landscape/Irrigation Fitter or Apprentice L/I Fitter.  The 3rd and 4th workers may be Tradesman.  Tradesman are allowed to work without a journeyman only during the plant establishment phase of the project.
