Section 10-1.33 Earthwork

Question= 45 day settlement periods are required for the roadway embankments at the Earth Retaining Structures No. 446L/R and 450L/R. 
Is the intent to place the roadway embankment between the future MSE walls, let settle for 45 days, remove embankment and construct MSE walls or to construct MSE walls and roadway embankment between walls and let settle for 45 days prior to begining construction of the approach slab, concrete barrier and barrier slab along the top of the walls. 
The Foundation Recommendation in the Information Handout for walls 446L/R and 450L/R states - "The maximum total embankment settlement under MSE pads is estimated to be 12mm/0.5 inches. While settlement is expected to be instantaneous, and concurrent with fill placement, a settlement waiting period of 30 days should be employed prior to placing any roadway surfacing." 

  • Construct the MSE walls and embankment between the walls and then let settle for 45 days prior to placing the approach and barrier slabs along the top of walls.

Question=The Special Provisions state that the movable barrier will be available some where in San Diego County. 
1. Where in San diego County? needed to determin haul time to the job site.

2. What condtion will rail be in? are some 1m segments all ready attached together or all 1m segments seperate. 
  • The rail is stored in three row high stacks. Two barrier segments are pinned together during storage and transport.

Question=Detour D-SBCD shown on shets 246 and 247 - Does the detour get construted before or after the final paving during Stage 2? 

  • The detour gets constructed before the final paving, during Stage 2.
 What are the limits and width of the AC pavement detour?

Question=
1. Sheets 12 & 13 (L-1 & L-2) - Where does the PCCP start?  Plans do not match Conctract 11-080924. 

  • Please bid per the contract documents.
2. Sheets 19 & 20 (L-8 & L-P) - The plan view in the managed lanes does not match the typical sections or the quantity sheets.  What is correct?  Where does the managed lane end? 
  • Plan sheets 20, 307 and 310 all match. The paving ends at Sta 456+20 "SD-15R" Line
3. Sheets 17 & 18 (L-6 & L-7) - From Station 446+19.906 to 451+30.61 at the managed lane, the typical section calls out asphalt paving for the shoulders AC at join, the plans call out grind exiting PCCP and saw cut.  Is this correct? 
  • See sheets 17 and 18 which call out section 8 to be used. Per sheet 2, section 8 is 150 mm AC (Type A). 
4. Sheet 19 (L-8) - From Station 452+43.104 to 453+90 south bound, the typical section does not match the plan view.  Is the PCCP being constructed from 0 meters to 2.5 meters?

Question=1. On Sheet 19, L-8.  The paving leader line indicators do not match the cross sections along I-15 Median from Sta 453+00 to 456+20 NB.  No typical sections either.
 

  • Signed Layout and Typical Cross Section sheets will be delivered as per "SECTION 1 SPECIFICATIONS AND PLANS" of the Special Provisions, pages 15 and 16.
2. Section 10-1.25 Portable Changeable Signs, states the we need 12 ea. signs at locations shown.  Where are these locations?  Are the message signs going to run 24/7.  Please Clarify.
  •  Portable Changeable Message Signs will be placed as directed by the Engineer as per The Special Provisions page 203 and per Lane Closure Charts on pages 184 to 199.


3.  There are concrete barrier bid items shown for items not summarized on quantity sheets yet shown on the drawings. Will the quantity sheets be revised to match the bid items and plans.

4. Between Sta 316+00 and 436+00, there are reaches of K-Rail shown to be removed on the quantity sheets but no Layout Drawings have been provided.

Question=1. What is the required thickness of the Rapid Strength Concrete?

  • The Thickness of the Rapid Strength Concrete is per the Loyout sheets and Typical cross section sheets.
2. The second to the last paragraph of Section 10-1.47 describes "the 
contract unit price paid for tie bar....".  Will there be a separate pay 
item for these tie bars or are they incidental to the Rapid Strength 
Concrete pay item?

Question=I believe the ESA fence shown on L-1, L-2, and Q-4 is the New 
Temporary Fence (Type ESA) called for in bid item #3 (Quantitiy = 535 m). 
The special provisions section 10-1.09 for item #3 state that maintenance 
and removal of this new temporary fence is incidental to bid item #3.
The questions is, where is the Existing Temporary Fence (Type ESA), as 
called for in bid item #27 and described in section 10-1.30, shown on the 
plans?

  • The fence was originally to be placed as part of a change order to Unit 3 contract of the Managed Lanes, but it did not happen. It will be done in accordance with Section 4-1.03 CHANGES of the Standard Specifications, for the Unit 5 Contract.

Question=Are the reinforced elastomeric bearing pads located in MSE walls
446 L/R and 450 L/R to be manufactured per Section 51-1.12H of The State of
California Standard Specifications for Construction of Local Streets and
Roads, including the height increase for including shim material?

The only reference given for elastomeric bearing pads in the special
provisions reference back to Section 51-1.12H of the Caltrans Standard
Specifications for Roads and Bridge Construction.

  • The reinforced elastomeric bearing pads in MSE System shall conform to the requirements in Section 10-1.34 "EARTH RETAINING STRUCTURES" of the SPECIAL PROVISIONS.

Plan Sheet / Specification Reference=item 96 grind existing pccp, specials section 10-1.49 grind pccp and plan sheet #309.

Question=The specials state that the grinding of exisiting pccp "shall be performed in the longitudinal direction of the traveled way and shall be done full lane width so that the grinding begins and ends at lines perpendicular to the pavement centerline". The plans have a quantity sheet on page #309 that has a length and M2 which equalls a grind width of 2.13m (7ft). This is an odd width and does not match the directions given in the specials.

Plan Sheet / Specification Reference=Overhead Signs, Metal Beam Guard Rail Concrete Barrier Type 60 series, various items and special provisions sections

Question=The incomplete, contradictory and ambiguous contract plans and specifications   for  overhead sign, metal beam guard rail, concrete barrier type 60 series  required for this project, render the requirements of Standard Specification Section 2 including the June 19, 2003 amendments provided on page 17 and 18, impossible to comply with. Requirement of the second paragraph of amended 2-1.03 on page 17 is meaningless in the submission of a bid for undefined overhead sign, metal beam guard rail, concrete barrier type 60 series work. Confirm that the second to the last paragraph of Section 1 on page 16 is the definition for bid pricing. Confirm that any contractor's interpretation for pricing is essentially meaningless because the overhead sign, metal beam guard rail, concrete barrier type 60 series work is undefined and lacks completeness accuracy and detail to allow a  contractor to determine requirements of that work. Confirm that until your  design is complete the bid prices are only a guide for determination of rank of bidders. Confirm that you will compensate the contractor for all efforts to assist you in review and preparation of final contract plans and specifications. Confirm that you are prepared to and will provide mutually acceptable contract change order(s) for the final, real contract requirements as the work is defined and before you demand it to be performed. Confirm that you are prepared to and will provide staff to enable preparation of your final contract design and details to assure that Section 4 including incentive/disincentives are not compromised.
