Question= 45 day settlement periods are required for the roadway embankments at the Earth Retaining Structures No. 446L/R and 450L/R. 
Is the intent to place the roadway embankment between the future MSE walls, let settle for 45 days, remove embankment and construct MSE walls or to construct MSE walls and roadway embankment between walls and let settle for 45 days prior to begining construction of the approach slab, concrete barrier and barrier slab along the top of the walls. 
The Foundation Recommendation in the Information Handout for walls 446L/R and 450L/R states - "The maximum total embankment settlement under MSE pads is estimated to be 12mm/0.5 inches. While settlement is expected to be instantaneous, and concurrent with fill placement, a settlement waiting period of 30 days should be employed prior to placing any roadway surfacing." 

• Construct the MSE walls and embankment between the walls and then let settle for 45 days prior to placing the approach and barrier slabs along the top of walls.

Question=The Special Provisions state that the movable barrier will be available some where in San Diego County.

Question=The special provisions state that existing temporary fence (type 
ESA), shown on the plans to be maintained, shall be maintained, and later 
removed....
Where is the existing temporary fence shown on the plans?
Because this is a Lump Sum item, we need to be able to quantify the amount 
of fence to maintain and remove.

• The ESA fence is shown on L-1, L-2, Q-4.

 

Question=This item is a Concrete Headwall.  What does the 34 kg. consist
of?

• The 34kg. consists of the reinforcement steel which is included in the concrete item.

 

Question=There is a statewide AGC Meeting which occurs from May 16 thru 18 in Monterey.  Is it possible to postpone this bid until the following week 5-25-06?
 

•  The bid opening date can not be postponed.

Question=I believe the ESA fence shown on L-1, L-2, and Q-4 is the New 
Temporary Fence (Type ESA) called for in bid item #3 (Quantitiy = 535 m). 
The special provisions section 10-1.09 for item #3 state that maintenance 
and removal of this new temporary fence is incidental to bid item #3.
The questions is, where is the Existing Temporary Fence (Type ESA), as 
called for in bid item #27 and described in section 10-1.30, shown on the 
plans?

• The fence was originally to be placed as part of a change order to Unit 3 contract of the Managed Lanes, but it did not happen. It will be done in accordance with Section 4-1.03 CHANGES of the Standard Specifications, for the Unit 5 Contract.  

• 1)  Please refer to the Stationing for Begin and End "Concrete Barrier Type 26R (Mod)," on Plan Sheet 546 of 640, for the limits of removal.

• 2)  Please refer to the Stationing for Begin and End "Concrete Barrier Type 732R (Mod)," on Plan Sheet 571 of 640, for the limits of removal.

Question=Are the reinforced elastomeric bearing pads located in MSE walls
446 L/R and 450 L/R to be manufactured per Section 51-1.12H of The State of
California Standard Specifications for Construction of Local Streets and
Roads, including the height increase for including shim material?

The only reference given for elastomeric bearing pads in the special
provisions reference back to Section 51-1.12H of the Caltrans Standard
Specifications for Roads and Bridge Construction.

• The reinforced elastomeric bearing pads in MSE System shall conform to the requirements in Section 10-1.34 "EARTH RETAINING STRUCTURES" of the SPECIAL PROVISIONS.

Question=The incomplete, contradictory and ambiguous contract plans and specifications   for  overhead sign, metal beam guard rail, concrete barrier type 60 series  required for this project, render the requirements of Standard Specification Section 2 including the June 19, 2003 amendments provided on page 17 and 18, impossible to comply with. Requirement of the second paragraph of amended 2-1.03 on page 17 is meaningless in the submission of a bid for undefined overhead sign, metal beam guard rail, concrete barrier type 60 series work. Confirm that the second to the last paragraph of Section 1 on page 16 is the definition for bid pricing. Confirm that any contractor's interpretation for pricing is essentially meaningless because the overhead sign, metal beam guard rail, concrete barrier type 60 series work is undefined and lacks completeness accuracy and detail to allow a  contractor to determine requirements of that work. Confirm that until your  design is complete the bid prices are only a guide for determination of rank of bidders. Confirm that you will compensate the contractor for all efforts to assist you in review and preparation of final contract plans and specifications. Confirm that you are prepared to and will provide mutually acceptable contract change order(s) for the final, real contract requirements as the work is defined and before you demand it to be performed. Confirm that you are prepared to and will provide staff to enable preparation of your final contract design and details to assure that Section 4 including incentive/disincentives are not compromised.
