bidder' inquiries, unless incorporated into a formal addenda to the contract,
are not a part of the contract and are provided for the bidder's convenience
only. In some instances, the question and answer may represent a summary
of the matters discussed rather than a word-for-word recitation. The responses
may be considered along with all other information furnished to prospective
bidders for the purpose of bidding on the project. The availability or
use of information provided in the responses to bidder' inquiries is not
to be construed in any way as a waiver of the provisions of Section 2-1.03
of the Standard Specifications or any other provision of the contract,
the plans, Standard Specifications or Special Provisions, nor to excuse
the contractor from full compliance with those contract requirements. Bidders
are cautioned that subsequent responses or contract addenda may affect
or vary a response previously given.
Caltrans District 11 Construction Department
has developed this method of answering Bidder's Inquiries to better serve
the needs of the Contractors who bid on our Projects. Caltrans District
11 Construction Department will post all of the questions submitted by
any of the contractors that are registered Planholders for that Contract,
but reserves the right to not answer any questions deemed unsatisfactory
for public viewing.
The BIDDER'S INQUIRIES
& RESPONSES will be updated continuously and all attempts will be made
to do the final posting by 15:00 on Wednesday prior to the bid opening.

Why does Caltrans continually try to reinvent the wheel? We have been bidding jobs at 2:00 PM forever and I doubt that any contractor has ever complained about it. As a matter of fact have you heard any contractors begging to have bid openings earlier in the day so that they can have less time on bid day for subcontractor comparisons and the actual mechanics of assembling the bid? Then along comes Caltrans with a new computerized bidding system and I'm guessing that they feel that since they have "simplified" the contractors work on bid day that they should be able to bid the project in the morning instead of in the afternoon. Well think again boys. The subs still won't give us prices until bid day, we still have the same amount of work to do to finalize the bid and the computerized system has done nothing to change that. Granted we don't have to send anyone to a bid opening with a partially filled in bid book, but entering the bid information in the computer does not save any time. We have fought this battle of bid times with other agencies such as the Port of San Diego and managed to convince them that 2:00 PM is a much more appropriate time for submitting and opening bids. Would you please take this under consideration and possibly issue an agenda changing the bid time.

I really agree with Inquiry No. 4 regarding the 10:00 AM bid time. If the bid time is NOT changed back to 2:00 PM we will NOT be able to bid this project. I also have a lot of reservations about the confidentiality of a bid submitted by email. Our experience with the internet has been rather spotty. Lots of people will not give out a master card number on the internet, yet, Cal Trans wants us to give out $ 4,500,000 on the internet. I don't think so.

Please confirm that Contractor will be paid for the overexcavation below grading plane required for lead disposal in Item 26 Roadway Excavation.

We would like to bid this project however, as of today, we have still not received registration approval. Is there a problem with the registration process? Hopefully, if and when approval occurs, we will have enough time to familiarize ourselves with the new on-line procedures and properly prepare our bid. Under these circumstances, will consideration be given to postponement of the bid?
