Please see plans & quantity summary sheets for Detail 11/13, how it is applied, what color and how it is paid for. Plans show both temporary and permanent work but no quantities are shown on the summary sheets. Please clarify.

Why does Caltrans continually try to reinvent the wheel? We have been bidding jobs at 2:00 PM forever and I doubt that any contractor has ever complained about it. As a matter of fact have you heard any contractors begging to have bid openings earlier in the day so that they can have less time on bid day for subcontractor comparisons and the actual mechanics of assembling the bid? Then along comes Caltrans with a new computerized bidding system and I'm guessing that they feel that since they have "simplified" the contractors work on bid day that they should be able to bid the project in the morning instead of in the afternoon. Well think again boys. The subs still won't give us prices until bid day, we still have the same amount of work to do to finalize the bid and the computerized system has done nothing to change that. Granted we don't have to send anyone to a bid opening with a partially filled in bid book, but entering the bid information in the computer does not save any time. We have fought this battle of bid times with other agencies such as the Port of San Diego and managed to convince them that 2:00 PM is a much more appropriate time for submitting and opening bids. Would you please take this under consideration and possibly issue an agenda changing the bid time.

I really agree with Inquiry No. 4 regarding the 10:00 AM bid time. If the bid time is NOT changed back to 2:00 PM we will NOT be able to bid this project. I also have a lot of reservations about the confidentiality of a bid submitted by email. Our experience with the internet has been rather spotty. Lots of people will not give out a master card number on the internet, yet, Cal Trans wants us to give out $ 4,500,000 on the internet. I don't think so.

Roadway Excavation Quantities appear to include the overexcavation section specified to allow disposal of lead, and do not include the lead excavation quantity.  Please confirm that Contractor will be paid for the overexcavation below grading plane required for lead disposal in Item 26 Roadway Excavation. 

• Yes, the quantities for overexcavation are included in Item 26: ROADWAY EXCAVATION.

We would like to bid this project however, as of today, we have still not received registration approval. Is there a problem with the registration process? Hopefully, if and when approval occurs, we will have enough time to familiarize ourselves with the new on-line procedures and properly prepare our bid. Under these circumstances, will consideration be given to postponement of the bid?

• No other contractors are having any problem, therefore no consideration will be given to postpone the bid opening at this time.

The Caltrans website states "Caltrans District 11 Construction Department will post all of the questions submitted by any contractors that are registered Planholders for that contract". Since our registration has not occurred, will our questions be posted on the website?

• Yes, since the intent is there.

In view of the fact that the existing ice plant is growing on soil that is considered to be contaminated with aerially deposited lead, are there any special, extraordinary methods required to separate the lead-bearing soil from the roots of the ice plant before it is hauled from the site?

• No. It shall be considered acceptable to remove the existing ice plant by mechanical methods using a machine capable of gathering the ice plant in large bunches and shaking the mass vigorously to remove any excess soil before loading into the truck for disposal. 

Sign structure no 4 is installed over 6 lanes of I-5.  There is not a traffic chart that allows the closing of I-5.  How does the owner propose this installation be accomplished?

• Traffic Chart No. 1 and 3 allow closure down to one lane and closure of  the NB-Off-Ramp to Ardath, then a traffic break shall be allowed to install the overhead portion of the sign structure. If you can fully justify that it cannot be performed safely due to multiple cranes being used then a Traffic Chart can be requested for a full freeway closure with a detour plan.
