Caltrans District 11 Construction Department has developed this method of answering Bidder's Inquiries to better serve the needs of the Contractors who bid on our Projects. Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.
The BIDDER'S INQUIRIES & RESPONSES will be updated continuously and all attempts will be made to do the final posting by 15:00 on Wednesday prior to the bid opening.

Question=It is not clear how the existing telephone line relocation relates
to the work to be performed.

  • The relocated SBC line will be parallel to the highway and approximately 40 feet north of the center line.  It will be placed by directional boring.

Exactly where and at what depth is the line
located?

  • The relocated SBC line will be parallel to the highway and approximately 40 feet north of the center line. 

Is the present location in conflict with the widening of the roadway? Yes. 

In what configuration does the contractor need to put the widening

  • portion to prepare for the utility relocation? Since the relocation is 40' to the north of the center line, there is no conflict with the construction work and the relocation.  However, at the eastern terminus of the paving IID will be relocating/replacing the Mesa Lateral No. 5.  Coordination with IID and SBC as per the contract requirements may be necessary.

Is the existing line to be protected in place by the contractor in the area of the East Highland canal

crossing?

  • The SBC cable is underground except on the bridge, where it hangs on the north side.  If the contractor begins bridge removal work before the line is relocated. Protection will be required to insure continued service.  Coordination with the utility owner will be necessary.

Is the existing line to be out of service at any time?

  • No. 

Is there a temporary bypass option?

  • No by-pass is shown on SBC's permit application.  However the contractor could request and coordinate a by-pass line with SBC.

Question=1.I have requested the existing bridge planes 3 times using the FAX # in the specials  page 86 and have not recieved any yet.  Who do I call??
  • Disrict 11, Map files at 619-688-6646, should be contacted for As-Built  plans.

  • Reference Section 5-1.15, "Project Information," paragraph 7, of the contract special provisions:  "Plans of the existing bridges...are available at the Office of Structure Maintenance and Investigations, Los Angeles, CA, telephone (213) 897-0877

2.On page 150 of the special provisions under measurement and payment for the piles you refer to "pile anchors" being epoxy coated.   What are pile anchors ?
  • See "Typical Abutment Pile Connection" on "Abutment Details" plan sheet 47 of 57.

3.Where is the rebar for the piles paid for?  Is it in the bridge steel or the furnish piles ?
  • Reference Standard Specifications, Section 49-6.02, "Payment," paragraph 4, furnishing cast-in-steel-shell concrete piling includes furnishing the rebar.

4.Is the Concrete paid in the furnish pile item ?
  • Reference Standard Specifications, Section 49-6.02, "Payment," paragraph 4, furnishing cast-in-steel-shell concrete piling includes furnishing the concrete.
5.On page 78 of the specials, paragraph 5-1.018, you have added a 1 year warrenty. This is new. How does this effect the retainage and final payment schedule?
  • Later part of the General part of section 5-1.018 "GUARANTEE" of the Special Provisions states "The contract bonds furnished in accordance with Section 3-1.02, "Contract Bonds," of the Standard Specifications must remain in full force and effect during the guarantee period and until all corrective work is complete."
