Caltrans District 11 Construction Department will post all of the questions submitted by any of the contractors that are registered Planholders for that Contract, but reserves the right to not answer any questions deemed unsatisfactory for public viewing.

Question=The work involved in widening this ramp includes clearing of trees 
and ice plant, demolition of concrete and asphalt, construction of 
embankment, repaving with asphalt, and reconstruction of metal beam guard 
rail.  As designed, this work must all be done at night under a ramp closure 
from 9:00pm to 5:00am.  Much of this work is located within 100' of a 
residential apartment house.  Even if the contractor is able to conform to 
the sound control requirements of the contract, there will certainly be 
vociferous and justified complaints from those nearby residents.  Why not 
allow a temporary K-rail barrier to be placed on the edge of the pavement 
that is to remain (which will still allow for a 12' wide ramp)and make it 
possible for the work to be performed during daylight hours?

    R:04/14/04		 Plan Sheet / Specification Reference= Special Provisions section 5-1.15"MIGRATORY BIRDS", pp 6, states:"Prior to the migratory bird nesting season
of February 15 through September 1, tree removal within the limits of
clearing and grubbing work shall be completed in conformance with the
provisions in "Clearing and Grubbing" of these special provisions.

Question=We realize that other statements in the referenced section imply
that work may be pursued under certain conditions, this statement seems to
be a flat, total, prohibition of clearing between Feb 15 and Sept 1 and
there are 4 trees to be removed as shown on the contract plans for ramp R-4.
What is the true position of Caltrans?
No clearing of trees between Feb 15 and Sept 1?
Or are we to ignore paragraph 6 and rely on paragraphs 4 & 5?
 

  • That is correct. Clear and grubbing work and treeremoval is prohibited during the migratory bird nesting season, per section 5-1.15"MIGRATORY BIRDS" of the Special Provisions.
  • The specifications in section 5-1.15 "MIGRATRY BIRDS" ofthe Special Provisions  indicate that Caltrans will provide a biologist to verify the presence or absence of migratory birds during this time frame. According to the biologists, we can't cut the trees if these birds are present. The contractor will be compensated for resulting losses and will be granted an extension of time if the Engineer deems his operations were delayed. These trees can be cleared if no birds are present but the state biologist will have to make that call and there is no way of predicting these circumstances until construction begins.

Profile 6, lists 4.5m of slotted CSP grated line drain under the description
and on the drainage profile, whereas the quantity column heading states
"slotted CSP", as does the bid item, #33.

Question=What do you want, grated drain line or slotted csp?
 

  • Grated line drain should be used for cleanout/maintenance purposes.
