About District 11

District 11 is located in the southernmost part of California, and includes San Diego and Imperial Counties. District Director Pedro Orso-Delgado oversees a staff of approximately 1400 employees and roughly 1000 miles of urban and rural freeways and highways.

Close to 265,000 vehicles per day travel the District’s busiest intersection at the merge on Interstates 5 and 805. The transportation challenges across the District are forever changing. District 11 is involved with local agencies such as the San Diego Association of Governments (SANDAG) and the Southern California Association of Governments to develop a diverse multimodal transportation system including light rail transit, commuter rail and high-occupancy vehicle programs and facilities.

In 2004 San Diego voters approved to extension the ½ cent sales tax to fund transportation projects. Also, in 2006 California voters approved $40 billion infrastructure improvement bond that includes fund for transportation. San Diego was the first county in the state to break ground on a transportation project with funds provided from this bond.
