Mr. Zaghari is responsible for traffic operations and safety of the 915 miles and 273 miles of the State Highway System in Los Angeles and Ventura counties, respectively. Under his leadership, he employs effective partnership and innovation strategies in traffic operations to embrace the region’s diverse natural setting and vibrant urban environment. He believes in travel solutions that focus on all modes including motorists, pedestrians, bicyclists, and transit users. He leads a team of dedicated professionals who apply best practices that promote sustainability to enhance regional and local connectivity and the environment.

Currently, he is overseeing two statewide initiatives in District 7: the Connected Corridors Pilot on I-210, and the corridor management-based reorganization as part of the transformation to a system management culture in alignment with the Department’s newly modernized mission, vision, and goals.

From 2004 to 2013, Zaghari served as the Chief, Office of Traffic Design where he oversaw delivery of a variety of traffic operations and safety improvement projects. Of note are two highly innovative projects: the Strategic Growth Plan’s Adaptive Traffic Signal Control System (ATCS) project for better signal optimization and synchronization, which received the 2009 Excellence in Transportation Award; and the Dynamic Lane Management project at the Interstate 110/5 interchange for better operational efficiency through advanced technology, which received the 2011 Tranny Award. He was also responsible for optimal operations and timing of 1,300 signals throughout Los Angeles and Ventura counties.

In late 1990s, as the Showcase Project Director, Zaghari directed, and managed the pioneer Showcase Project and a multitude of regional ITS projects across Southern California. Showcase was a multi-jurisdictional program aimed at multi-modal integration and interoperability of various transportation systems management and traveler information. Prior to that, he served as an Associate Transportation Engineer and later, a Senior Transportation Engineer responsible for State freeway traffic operations in the San Gabriel Valley area.

Mr. Zaghari holds a Bachelor’s of Science degree in Engineering from California State University, Northridge and a Master’s of Science degree in Civil Engineering from California State University, Long Beach. He is a registered Civil Engineer (PE) and a certified project management professional (PMP).
