Inquiry #2: Some of the layout drawings do not address how lane 4 is to be constructed at the on and off ramp locations. This applies to sheet L-2, L-4, L-5, L-6, L-11, L-13, L-26, L-27. The layout drawings show that lane 4 is to be constructed using structure section 1, which is standard JPCP, but the stage construction nor the traffic handling plans show how this work is to be constructed. Please clarify.

Inquiry #14: PLAN SHEET L-21 AND L-23. Approximately STA RIV10-C 284+33 TO 290+00 east bound and STA 288+00 to 290 west bound there is no call out for replacement shoulder pavement. Does this shoulder pavement get replaced in these locations? Starting at STA RIV10-C 299+00 and extending to the ramps near 304+00 the shoulder call out is section 8 but the hatching does not indicate rapid set pavement.

Inquiry #20: PLAN SHEET TH-4. The traffic handling typical cross sections only show using temp barrier as identified within the middle cross section (RIV10-H 311+07 TO 518+00). Is it CALTRANS intent not to use any temporary barrier within all of stage 1 but for the stationing identified on page TH-4 even though there is also full depth removals in other areas of Stage 1 inside shoulder?

Inquiry #21: PLAN SHEET TH-1 THROUGH TH-4. The traffic handling typical cross sections identify these sheets as stage 1 construction however the staging construction drawings identify stage 1 to be full depth replacement within the inside EB and WB shoulder. Plan sheets TH-1 through TH-4 appear to show stage 5 cold plane and overlay not stage 1 full depth replacement. Please clarify or provide the correct traffic handling drawings for stage 1 construction.

Inquiry #22: PLAN SHEET CS-1. Note 5 identifies surface mounted channelizers and plastic drums shall be installed at any location shown on the plans or ordered by the engineer at any location. If additional channelizers and plastic drums are required and are not shown on the drawings. Inquiry #23: Based on the questions to date there are large issues with the contract documents that have been identified and need to be addressed by the Department in order for bidders to provide competitive pricing. Based on receiving timely information from the Department that address the issues we request that you extend the bid date a minimum of 2 weeks to allow enough time for the bidder’s to analyze the information. Due to the holiday season and numerous other large Caltrans projects bidding in the same time frame we request that the Department provides quick direction on this bid extension request so as Bidder’s can allocate resources accordingly.

Inquiry #29: The THQ Plan Sheets are the summary tables for the Traffic Handling Quantities including Temporary K-Rail. For Stage 1 work for the center median it only shows approximately 19,000 Lf for WB and same for EB in the general station range of 311-518. Why is the Department only showing Temporary K-Rail in this location and not planning on placing Temporary k-Rail in the Pavement Section 7 Full Dig out and replace of the median shoulder during Stage 1 in the following areas? Riv 10-A 428+00-50+00, Riv 10-A 58+80-157+00, Riv 10-A 165+00-191+00, Riv10 EN/ES 27+90-Riv10- FN/FS 91+00, Riv10 FN/FS 91+00-105+00, Riv10 FN/FS 122+00-171+00, Riv 10 FN/FS 182+20-282+60. Also why is there a gap in the Temporary K-Rail at the following locations from Plan Sheet THQ-1- Riv 10-H 370-372, Riv 10-H 395-400+69 and Riv 10-H 428-432 for the Stage 1 work?

Inquiry #30: The THQ Plan Sheets are the summary tables for the Traffic Handling Quantities including Temporary K-Rail. For Stage 2 & 3 work for Lane 3 & 4 and outside shoulder replacement why is the Department showing Temporary K-Rail to be placed in areas that are shown to be Rapid Set Concrete Replacement areas? The following are the station ranges of locations that is Rapid Set Concrete and the THQ summary sheet shows Temporary K-Rail being placed: Riv 10- A 50-58, Riv 10-A 157-165, Riv 10-A 191- Riv 10-EN/FS 27+90, Riv 10- FN/FS 88-122, Riv 10 FN/FS 170+70-183+80, Riv 10-H 311-314, Riv 10-H 385-387+13. Inquiry #34: As part of your answer to inquiry number 33, a notification of bid delay may be issued in coming weeks. This is absolutely unacceptable! It will take hundreds of hours to put together accurate costing for a project of this magnitude. These plans are a absolute mess and I would believe there will be hundreds of changes to the layout and staging sheets. It is extremely difficult to work on the current plans. We will need at a minimum of five weeks to review the new plans and price out the project, basically the bid process will start over! To be fair we need a new bid date ASAP due to the upcoming holidays and extremely full bid schedule.
