Inquiry #1: Bid Item 64 - Furnish Sign Structure does not state if a walkway is required or not - please clarify if a walkway is needed? The pay item for this structure suggests no walkway is included as the actual weight with a walkway would be closer to 7,500 lbs. and the pay weight is only 4,500 lbs. but it does state illumination is required (which can be done without the walkway itself). Most Overhead Sign Structures are not using walkways anymore and when/if they do actually need illumination they state just to supply light channel only and not to provide grating, handrail etc...

Inquiry #2: Please explain why there are no line items / bid items for Temporary Railing Type K, Temporary Crash Cushion Modules, and Temporary Striping? The work required to be performed involves removing the existing shoulders adjacent to the ETW to a depth of 0.85 feet, grading and paving the shoulders, and installing concrete barriers along the shoulder of the Route 110 in an extremely narrow congested stretch of freeway. All of these operations will need k-rail protection for the safety of the traveling public. In order to accommodate placement of the k-rail, a temporary striping plan and traffic handling plan will need to be provided as well.

Response #1:All works shall be done on the same shift (night closure only) and no long term lane closure is allowable due to the limited width of the existing lanes. Therefore, the Temporary Railing Type K is not allowable for lane closure. Lane closure are only allow during night work with the used of cones.

Inquiry #3: Please check quantities for the Midwest Guard Railing System. I think the length of each end treatment i.e. terminal systems and transition railings was added to the length of the MGS. Also, quantities for End Anchor Assemblies was off based on the lay-out plans. Thanks

Response #1:The total length of MGS callout on the Layouts includes the End Treatment, Terminal System and Transition Railing.The callout for End Anchor Assembly shown on the Layout plan is not to its location but it is a general callout for the MGS and type of layout and end treatment. Please refer to Standard Plan for detail location of the End Anchor Assembly of the MGS.

Inquiry #4: The Type Softstop terminal system is the only in-line terminal system end treatment specified in the contract documents.

We do not agree with this. Caltrans Standard Specifications 2015, Section 6-1.05 Specific Brand or Trade Name and Substitution states "reference to a specific brand or trade name establishes a quality standard and is not intended to limit competition. You may use a product that is equal to or better than the specified trade name if authorized".

Further, FHWA Title 23 CFR 635.411 states Federal Funds shall not participate, directly or indirectly, in payment for any premium or royalty on any patented or proprietary material, specification, or process.

The MSKT is a Caltrans approved in-line terminal and we believe it should be allowed for use on this project.

Please review and clarify why Caltrans will only allow the proprietary Softstop on this federally funded project.

Inquiry #5: Per Response #1 to Inquiry #3, if MGS End Treatment, Terminal Systems and Transition Railing is included on the total length of the each MGS layout then the length of each end treatments should be deducted from the quantities since they all have a separate pay item. As for the End Anchor Assembly, per Layout plans we got 17 EA instead of 8 EA, please check. Thank you.

Inquiry #6: Reference to plan sheet 151 & 154, new irrigation wires will be run along the new mainline. Please clarify how many pilot wires and common wires.
