Inquiry #1: Is there another part to this Contract No. 07-286704 for Earthwork - Erosion Control - Highway Planting (A) Reconstruct Drainage - Dominguez Channel Var, TMDLS (LA 1 PM7.7-9.24-LA91 PM6 Southern LA County that is still in construction documents stage? I see a project with the same contract no. on Dodge with a target bid date of 3/1/17 value $60 - $80 Million?

Inquiry #3: The Type Softstop terminal system is the only in-line terminal system end treatment specified in the contract documents.

We do not agree with this. Caltrans Standard Specifications 2015, Section 6-1.05 Specific Brand or Trade Name and Substitution states "reference to a specific brand or trade name establishes a quality standard and is not intended to limit competition. You may use a product that is equal to or better than the specified trade name if authorized".

Further, FHWA Title 23 CFR 635.411 states Federal Funds shall not participate, directly or indirectly, in payment for any premium or royalty on any patented or proprietary material, specification, or process.

The MSKT is a Caltrans approved in-line terminal and we believe it should be allowed for use on this project.

Please review and clarify why Caltrans will only allow the proprietary Softstop on this federally funded project.

Inquiry #4: How will Caltrans pay for the reconstruction of the existing shoulder which will need to be removed and replaced for the installation of storm drain piping at numerous locations ? For example, location 24 requires a 24" RCP to be installed in the existing shoulder. This will require the shoulder to be removed and replaced. There are no pay items for the reconstruction of the shoulder. If the work is included in the pipe item , please provide the required section of pavement. This situation occurs at many locations totaling about 7,500 LF of shoulder to be removed and replaced.

Inquiry #5: Loc. 41 has a large amount of concreted rock that needs to be removed in order to install the drainage, AVSF and access road. Over the drainage the concreted rock will need to replaced after installation of the drainage. How is the removal and replacement of the concreted rock to be paid?

Inquiry #6: Reference to Irrigation & planting sheets IPP-1, IPP-4 thru IPP-9, IPP-12, IPP-13, IPP-15, IPP-19, IPP-24, IPP-29, IPP-31, IPP-33, & IPP-34, there are new wires to be run to existing controllers, however, the path for those new wires to the existing controller are not shown. Please provide the paths for those new wires or as-built plans showing the paths for those new wires to the existing controllers.

Inquiry #7: Reference to plan sheets IPP-11 & IPP-14, new irrigation wires will be run along the new mainline. Please clarify how many pilot wires and common wires there are.
