Inquiry #2: Section 14-6.10C of the SP’s states, “ Install bird exclusion devices such that bird access to the underside of the bridge…is completely blocked.”
Section 14-6.03B of the Sp’s states provides a protective radius of 20 ft for swallows and 50 ft for all other migratory and nongame birds.

Is the intent to completely block access for all birds from the bridge structure or to place exclusion devices to provide a protective radius from the specific work locations?

Inquiry #6: Addendum 2 clarified some lane closure questions, but what are the lane closure requirements for November 1 - April 1? Can any work, including placing bird exclusion devices, be done during this time frame? Please advise.

Response #2:UPRR does not disclose the number or timing of trains passing over the bridge. Railroad traffic varies with market conditions.

Inquiry #8: Per the right of way agreement with the railroad, Exhibit A shows a cost estimate for flagging and inspection of $209,300. Is the state responsible for all railroad flagging and inspection costs by the UPRR? Please advise.

Inquiry #12: On plan sheet 47 it calls for the contractor to survey the deck existing elevations before overlay removal. There are no control points on the plans referenced, where can these be found? Will control points be provided? Under what item will this work be paid?
