Caltrans District 9 encompasses the central-east portion of the State with its headquarters in Bishop. The District is responsible for all of the State Highway Systems in Inyo, Mono and eastern Kern Counties.

In geographical size, District 9 is the fourth largest District covering 16,465 square miles, containing varied topography. Mount Whitney (the highest peak in the lower 48 states) is less than 150 miles from Bad Water, Death Valley (the lowest point in the US). There are several State highways that cross the Sierra Nevada mountain range; one leading to the east entrance of Yosemite National Park. The District is in the western portion of the Great Basin, which includes the Owens Valley, bordered by the White and Inyo Mountains to the east and the Sierra to the west. The Mojave Desert encompasses parts of Inyo, San Bernardino, and eastern Kern Counties. The varied topography and elevation lend to a wide range of climate zones.

The District has 19 US and State designated highways.

Projects in Construction

Mono County

Bridgeport Culverts Project

  • Construction to begin on July 18, 2016 until mid Sept.
  • Culvert replacement project
  • The project location is in Mono County, near Bridgeport, CA.
  • Contractor is William Kanayan Construction, Inc. from Rim Forest, CA.
  • Working hours:  Mon – Thurs 6:00 am – 8:00 pm, Friday 6:00 am – 3:00 pm
  • Traffic Impact during construction: Daily lane closures using reversing one-way traffic with flaggers at each location.  Delays up to 20 minutes.

Green Lakes CAPM Project

  • Construction to begin on August 29, 2016 until Nov.
  • Pavement Preservation Project
  • The project location is in Mono County, on US Hwy 395 near Bridgeport from SR270 to Jack Sawyer Road (postmile 69.8 to 76).
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.
  • Contractor is Herback General Engineering from Minden, NV.
  • Working hours:  Mon – Thurs 7:00 am – 8:00 pm, Friday 7:00 am – 3:00 pm
  • Traffic Impact during construction:  Daily lane closures using reversing one-way traffic with flaggers and a pilot car.  Delays up to 20 minutes.

Inyo Mono Bridge Transition Rail Project

  • Construction began on April 11, 2016 and will be complete in November 2016.
  • Safety Project
  • There are 25 locations for this project in Inyo & Mono Counties. 
  • Construction consists of modifying the concrete barriers and upgrading the end treatments.
  • Contractor:  Peterson-Chase Engineering Construction, Inc. from Irvine, CA
  • Working hours:  Monday-Friday: 6:00 am to 6:00 pm.
  • Traffic Impact during construction:  Reversing traffic control with flaggers.  Expect up to 20 minute delays.

Lee Vining Rockfall Safety Project

  • Construction began May 2015 and will be complete in November 2016.
  • Safety Project
  • The project location is in Mono County on US Hwy 395 near Lee Vining from 0.4 mile north of the USPS Visitor Center to 0.7 miles north of Picnic Grounds Rd.
  • Construction consists of slope stabilization, erosion control and plant establishment.
  • Contractor:  Papich construction Co., Inc. from Pismo Beach, CA
  • Working hours:  Monday-Friday: 6:00 am to 6:00 pm.
  • Traffic Impact during construction:  Reversing traffic control with flaggers.  Expect up to 20 minute delays.

Walker CAPM Project

  • Construction to begin September 2016.
  • Pavement Preservation Project
  • The project location is in Mono County, on US Hwy 395 postmile 106.3 to 120.49.
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.

Inyo County

Chicago Valley Thin Blanket Project

  • Construction to begin on August 15, 2016 and will be complete in October 2016.
  • Pavement Preservation Project
  • The project location is in Inyo County 6 miles east of Shoshone to 2.2 west of the Nevada state line.
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.
  • Contractor is Qualcon Contractors, Inc. from Minden, NV.
  • Working hours: Monday-Thursday, 6:00 am to 8:00 pm and Friday’s 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  Reversing traffic control with flaggers and a pilot car. Expect up to 20 minute delays.  

Independence Material Site Project

  • Construction to begin on August 1, 2016.
  • Material site reclamation
  • The project location is in Inyo County near Independence, CA
  • Contractor is William Kanayan Construction, Inc. from Rim Forest, CA.
  • Traffic Impact during construction:  None

Inyo / Kern Commuter Message Signs Project

  • Construction to begin late June 1, 2016 and will be complete in late September 2016.
  • Install Commuter Message Signs in 4 locations.
    • Location 1 – On SR 14 near Rosamond
    • Location 2 – On SR 58 near the junction of SR 14
    • Location 3 – On US Hwy 395 near Inyokern
    • Location 4 – On US Hwy 395 near Lone Pine
  • Contractor is Peterson-Chase General Engineering Construction, Inc. from Irvine, CA.
  • Traffic Impact during construction:  Various lane closures in and around the work zone, with minimal delays.

  • The project location is in Inyo County, SR 127 from the San Bernardino County Line to 4.6 miles north of the north junction of SR 178.
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.
  • Contractor is Pave Tech Inc. from Vista, CA
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  There is one way traffic control with flaggers and a pilot car.  Expect up to 20 minute delays along SR 127.
