Deputy District Director of Program/Project Management
The Deputy District 7 Director for Program/Project Management (PPM), also known as the Single Focal Point (SFP), is responsible for the District's capital project delivery and the Capital Outlay Support (COS) program. The SFP oversees 77 staff in the following areas: program management, project management, consultant services, cooperative agreements, and COS data management. Staff secure and program funding for projects; manage projects in various phases of the project development process; develop and execute cooperative agreements; and procure and manage Architectural & Engineering (A&E) contracts.
Robert So began his current assignment in May 2015. Prior to joining District 7, he served as the District 8 Deputy Director for Right of Way. Robert began his Caltrans career in 1998 in D8 Program/Project Management. His prior 16 years’ experience in PPM includes: Interim Deputy District Director for PPM, Office Chief – Regional Project Management Office Manager, Office Chief – Consultant Services, Branch Chief – Capital Outlay Support Data, Branch Chief – Project Management Support Unit, and Minor Program/Project Manager. Also, Robert has led and significantly contributed to statewide Project Management and A&E contract improvements.
Prior to joining Caltrans, Robert worked 8 years in the private sector as a bridge engineer preparing plans, specifications and estimates, and performing construction inspection. He was a member of the emergency team that re-built two bridges on Interstate 10 that were damaged by the Northridge earthquake.
Robert is a registered Civil Engineer in California and a Certified Project Management Professional from the Project Management Institute. He has Bachelor of Science and Master of Science degrees from the University of California, Irvine, and a Master of Business Administration degree from Pepperdine University.
His vision for PPM is to manage projects collaboratively with stakeholders that promote transparency and accountability.
