Deputy District Director of Design
Jerrel Kam is the District 7 Deputy District Director of Design responsible for the planning and management of the District’s highway design program within the boundaries of Los Angeles and Ventura counties. He is responsible for the work of over 300 employees in the development of plans, specifications, estimates, and design oversight for a variety of highway, freeway, and multi-modal transportation projects with local and regional transportation partners and agencies.
Jerrel has been with Caltrans for over 25 years and has proven his skills and leadership abilities as a Project Engineer, Project Manager, District Hydraulics Senior, and most recently Office Chief of Design A where he was responsible for overseeing the delivery of the I-5 South Corridor Widening projects, which have been valued at over $1.2 billion in construction capital and right of way. He was also a team member of the I-710 Freight Corridor project, a partnership project involving six agencies (Metro, Port of Los Angeles, Port of Long Beach, Gateway Cities Council of Governments, I-5 Joint Powers Authority, and the Southern California Association of Governments). This project has been valued at over $8 billion. His various work assignments have allowed him to develop experience in partnering with our stakeholders, and being collaborative in finding solutions, enabling him to successfully guide our design team efforts.
A native Angelino, Jerrel holds a bachelor’s of science degree from California State University, Los Angeles and is a licensed Civil Engineer. In addition to fishing and golfing, he enjoys traveling with his wife and four sons.
