Fairview Bridge Improvement Project
Preliminary De Minimis 4F Findings

The City of Santa Ana, in conjunction with the California Department of Transportation (Caltrans), proposes to widen Fairview Street between 9th Street and 16th Street, including replacing the Fairview Street bridge over the Santa Ana River. The purpose of the project is to reduce congestion and improve pedestrian and bicyclist safety on Fairview Street between 9th Street and 16th Street, consistent with the Orange County Master Plan of Arterial Highways and the City’s General Plan Circulation Element.

The Santa Ana River Trail has been identified as a Section 4f resource under Department of Transportation Act of 1966 (49 USC §303). In accordance to the referenced statute, the National Environmental Policy Act (NEPA) lead agency shall publically circulate their preliminary determiantion of the impacts the protected Section 4f resource is De Minimis prior to making a formal Section 4f De Minimis Impact determination.
